(202) 283-1134 The Internal Revenue Service has a requirement for the
following: 1) Purchase of the Enterprise Product Information Chain
(EPIC) Starter Package with a combination of author and contributor
licenses to support up to 500 SGML users with unlimited hours of annual
usage. The product shall include fully integrated SGML editing,
publishing, the ability to write files and metadata to an Oracle
database, and software maintenance to facilitate the creation,
production, and distribution of the Internal Revenue Bulletin and the
Cumulative Bulletin. The number of EPIC contributor licenses will be
determined by the IRS contracting officer when this task order is
formally issued. 2) Computer programming and other services that
customizes the EPIC software to provide, (a) simple SGML templates
using the DocBook Document Type Definition (DTD) that provide for
authoring, editing, and editing many document types, (b) Screen and
print File Output Specification Instance (FOSI) for editing, viewing,
and printing each of the identified documents (c) Application Program
Instances (API) to automatically construct and publish the weekly
Bulletin, but allowing for manual intervention, (d) APIs to
automatically construct and publish the semi-annual Cumulative
Bulletins, but allowing for manual intervention, (e) Specialized
automated indices that support the unique indices and finding lists.(f)
APIs to write the documents and accompanying metadata to an underlying
Oracle database, (g) Scripts to write author documents to WordPerfect
or to Rich Text Format, (h) Omnimark filter to write the SGML files to
an IRS approved DTD that supports visually-and hearing-impaired
customers, and (I) Scripts, filters, and programs to support
publication to paper, CD-ROM, and a designated Web site. 3) Training of
authors and project administrators. This includes standard and
customized classroom and computer-based training. The IRS intends to
award a task order to Arbortext Inc., 1000 Victors Way, Suite 400, Ann
Arbor, MI 48108 for this requirement on a sole source basis. The IRS
believes that Arbortext Inc. is the only company who can meet this
requirement because Arbortext is the only company that can provide and
modify their proprietary software package. Other companies interested
in providing these products and services must submit a technical and
price proposal not later than 2:00 PM EDT, August 2, 1999. The
