MONITORING OF TACTICAL DATA LINK COMMUNICATIONS POC Contracting

kuhnme@efdlant.navfac.navy.mil. The Atlantic Division, Naval Facilities
Engineering Command seeks to identify qualified and experienced sources
and obtain information in regard to commercially available
equipment/systems capable of monitoring data link message exchanges
while on line. The data link monitor (DLM) system shall support the
following data link protocols in real time; Link 1, Link 11, Link 11B,
Lateral Tell, Forward Tell and the R117 Radar link protocol (CD2,
13-bit message format) either from a live or previously recorded data
stream. The DLM shall be capable of monitoring in parallel, as a
minimum, the following number of data links; Link 11 (TADIL A) -- Four
nets; Link 11B (TADIL B) -- Three nets; ATDL-1 -- Two links; Link
1-Two links; Lateral Tell -- Two links; Forward Tell -- Two links;
Radar (117) -- Four links. The DLM shall be portable and/or
transportable and shall be configured for monitoring data links in two
separate facilities using similar interfaces for monitoring live and
simulated data. Primary transfer mechanism for data is through a TCP/IP
network where the in/outgoing data will be cloned and transmitted
through TCP/IP to the data link monitor. The DLM monitor shall filter
data in real time. Filtering shall be possible by link class, link
interfaces, message type, and field data contents for any field in any
message. Combination of data filters using Boolean (and/or) operators
shall be possible. Data display shall be available in interpreted and
raw (octal, hex, binary) format. The interpreted form shall be
available to output in DERG standard listing format. The DLM shall have
the capability to freeze the display of a data stream for analysis
while continued data streams will not be lost and continued recording
is maintained. The display shall make use of colors, highlighting,
etc., to discern between different links and or active message filters.
The DLM shall be able to highlight errors in message content based on
selected protocol reference. The DLM shall have the capability to have
multiple monitoring windows running at the same time with different
link streams directed to each one or all directed to the same window.
The DLM shall have the capability of recording selected data streams
and opening it again for analysis using the same capabilities as when
observing a live data stream. The DLM must have the capability to
attach tags or notes to messages in the data stream. The DLM shall also
be able to summarize the data on such tags or notes. The platforms must
have removable drives for easy storage. Complete training and tutorial
package must be provided and the product must contain a comprehensive
help system, making help available on every screen. Interested sources

technical information described herein in response to this notice no
later than 3 August 1999. Responses should also include previous
experience and capabilities providing tactical data links and/or
similar equipment/systems. This is not a Request for Proposal. This
notice is issued to determine feasibility of proceeding with a formal
request for proposals. The Government does not intend to award a
contract on the basis of this request or otherwise pay for the
