681-2629 The Defense Information Systems Agency (DISA) is seeking
sources that are capable of providing large scale relational and object
database management systems technology. DISA utilizes small to mid-size
hardware platforms with the exception of the megacenters, which have
substantial amounts of IBM mainframe hardware. Most of DISA's
infrastructure is organized around mid-level SUN, HP and NT servers.
DISA is mainly a telecommunications based organization supporting the
warfighter, and its needs differ somewhat from the traditional
telecommunications industry. DISA's databases must be capable of being
ported to any number of operating systems as part of the Continuity of
Operations (COOP) plan, must be able to protect very sensitive data,
and include fault tolerance and backup/recovery features. Within DoD,
many applications have been developed with a number of different
architectures and database products. Any product chosen must be able to
replicate data to and from these disparate sources on a real-timebasis.
In commercial organizations the success or failure of their
organization depends on the rapid flow of data. In DISA, lives depend
on the rapid flow of data, and the rapid accessibility of data directly
impacts the critical operations of our warfighter. This feature is
paramount in the choice of any database product. DISA also needs the
capability to support mobile clients that sporadically connect to a
remote database to send and receive data. DISA is interested in
obtaining written systems specification and supporting information
pertaining to commercial Relational Database Management Systems (RDBMS)
products. This specification should address the primary RDBMS
characteristics such as performance, scalability, reliability,
portability, multi-media data and enterprise support capabilities.
Specific areas of interest are: database administration, database
architecture, replication, connectivity, programming interface, SQL
implementation, relational data model, transaction management, data
storage features and other features that are unique to the product that
will enhance the DBMS functionality. In addition, responses to this RFI
should include related product lines that provide Web technology,
security features, reporting tools, and interfaces to other DBMSs.
There is no bid package or solicitation document associated with this
announcement. The requested information is for planning purposes and
does not constitute a commitment, implied or otherwise, that a
procurement action will be issued. No entitlement to payment of direct
or indirect costs or charges by the Government will arise as a result
of the submission of contractors' information. The Government shall
not be liable for or suffer any consequential damages for any
proprietary information not properly identified. Proprietary
information will be safeguarded in accordance with the applicable
