at Fort Hood, Texas -- This is a market survey to locate sources
capable of performing labor, and equipment, except those specified as
Government functions at Fort Hood, Texas for the approximate period of
1 April 2001 through 31 March 2002, with 4 one year option periods.
This requirement is mandated by OMB Circular A-76, Performance of
Commercial Activities. Contractor work and responsibility shall include
all Contractor planning, programming, administration, management, and
execution necessary to provide the work specified in the solicitation.
The Contractor shall conduct the work in accordance with all Federal,
State, and Local laws, regulations, codes, and directives to include
applicable publications. The Contractor shall produce, provide, and
maintain accurate and complete records, files, and libraries of
documents to include Federal, State, Local, and industry regulations,
codes, laws, technical manuals, and manufacturer's instructions and
recommendations, which are necessary and are related to the functions
which are being performed. The Contractor shall compile historical
data, prepare required reports, and submit information as specified by
Contract Data Requirements Lists (CDRLS) presented in the contract.
Additionally, the Contractor shall provide labor, materials,
supervision, tools, transportation, and management to operate and
maintain equipment in good operational condition. Primary functions
include: Management Support -- Involves the planning, organizing, and
controlling of Information Management functions for III Corps and Fort
Hood and the AR 5-9 area of responsibility IAW AR 25-1. Many of these
functions will be Governmental-In Nature (GIN) and will therefore not
be subject to study; Automation -- Supports the design, installation,
operation, maintenance, and upgrade of both common-user and dedicated
network computer equipment throughout Fort Hood. Specific functions
include customer support, network maintenance/management, computer
operations, application support, and office administration which
includes standard systems, local unique systems, and e-mail;
Telecommunications -- Operates, installs, maintains, and repairs
communications equipment, cabling and infrastructure. These services
are provided through both common-user and dedicated networks that are
part of the Administrative Telephone Service (ATS). Communications also
provides recurring administrative services necessary to support system
operations; Plans -- Identifies, develop plans, analyzes and engineers
projects and provides technical advice on issues, special studies,
services and programs within the Information Management Area (IMA), and
provides logistical support, human resource (RO) management, and IMA
inventory management. Review, evaluate and interpret policies and
directives from higher headquarters which impact IMA functions. Manage,
direct and execute higher headquarters programs and projects; Services
-- Manages, the installation records management, publications and
printing programs IAW AR 25-1, AR 25-30, AR 25-51, AR 25-55, AR
25-400-2 and the required and related references directed by those
publications, and local governing directives. The anticipated Standard
Industrial Classification (SIC) code for this action is 7376, with a
size standard of $18 million. Prospective offerors which consider
