SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The solicitation number is PQ9003 and
the solicitation is being issued as a Request for Quote (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-11. The Environmental
Protection Agency (EPA) anticipates that the contract will be awarded
as a result of full and open competition. A firm-fixed-price purchase
order is anticipated to result from the award of this solicitation. The
associated Standard Industrial Code (SIC) is 3826. Provide all parts
and materials to upgrade six heat exchanger systems located in
Narragansett, Rhode Island, in accordance with the following Statement
of Work: (1) Remove existing heat exchanger piping and controls
designated by the project officer. (2) Install one new titanium heat
exchanger per systems sized to provide the following heating and
chilling: HEATING SPECIFICATION: heat 0 deg c water to 20 deg c at 2 a
flow rate of 2 GPM CHILLING SPECIFICATION: 24 deg c water to 15 deg c
at a flow rate of 2 GPM. (3) These titanium heat exchanges must fit in
the cylindrical head tanks already on site. (4) Install PVC pip and
fitting to connect to the existing hot and chilled water piping. Piping
shall be designed to eliminate the presence of metallic parts over the
head tank. (5) Provide new pneumatic valves to the heat exchanger. (6)
Provide dump valves and all pneumatic controls to provide dumping
capability to the system. (7) Map dump valves back to the Metasys
systems. (8) All work shall be coordinated with the EPA Project Officer
and be performed within the normal work hours Monday through Thursday.
(9) Heat exchanges must be compatible with salt water. (10) Integrate
into the existing Metasys system. Quotations will be evaluated using
the following technical capabilities criteria: 1.) Experience with
similar upgrade projects; 2.) Past performance -- provide 3 references.
Award will be made to the lowest priced offer meeting all of the
technical requirements. The following FAR provisions apply to this
solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial;
52.212-2, Evaluation-Commercial Item. Evaluation criteria to be
included in paragraph (a) of provision 52.212-2 are as follows: (I)
technical capability to meet the Government requirements; (ii) past
performance; (iii) price, in decreasing order of importance. Technical
and past performance, when combined, are significantly more important
than price. All offerors are to include with their offers a completed
copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, found at
http://www.epa.gov/oam/rtp_cmd. The following FAR clause applies to
this acquisition: 52.212-4, Contract Terms and Conditions-Commercial
Items and the following additional FAR clauses which are cited in
clauses 52.212-5 are applicable to the acquisition: 52.203-6,
