Operation, maintenance, product quality surveillance, inventory control
and accounting, security, safety, plant protection and environmental
protection at Pensacola Navy Regional Fuel Complex (PNRFC), FL. POC:

services include operation, maintenance, product quality surveillance,
inventory control and accounting, security, safety, plant protection
and environmental protection for fuel facilities located within the
PNRFC. The bulk fuel operating sites are: Defense Fuel Support Point
(DFSP) Pensacola, Naval Air Station (NAS) Pensacola (also known as
Sherman Field), and DFSP Whiting Field. The ground fuels operating
sites are: NAS Whiting Field, Corry Station, and Saufley Field.

Date: Tentative Date: September 14, 1999 The solicitation will be
available electronically via the internet at
http://www.desc.dla.mil/main/f/fp/solic_f.htm on or about August 4,
1999. Hard copies will only be mailed to requesting parties. A
pre-proposal conference/site visit will be held in mid-August at the
PNRFC. Specific location, date and time will be provided in the
solicitation and on the internet site. NOTE: This procurement is being
conducted in accordance with the provisions of Office of Management
and Budget (OMB) Circular A76 "Performance of Commercial Activities".
The solicitation initiates the Government cost comparison to determine
whether accomplishing the specified work under contract or by
Government performance is more economical. Industry offers will be
evaluated using formal source selection procedures and a best value
industry offer will be selected. In accordance with OMB A-76
guidelines, that offer will then be compared with the Government offer
to determine which is more economical. In the event the contractor's
offer is successful, a contract will be awarded to the successful
industry offeror. If Government performance is determined to be more
economical, the solicitation will be canceled and no contract will be
