The National Park Service, Golden Gate National Recreation Area (GGNRA), has identified a requirement to acquire non-personal professional services to conduct all work leading up to and including the preparation of a Transportation Management Plan (Plan) for the Marin Headlands/Fort Baker area within the GGNRA. This Plan will consist of a number of chapters and attachments discussed more fully in the Request for Proposals. Further, the Plan will provide an important link in the GGNRA's regional transportation and transit planning process. Although the focus of the Plan will be on the Marin Headlands and Fort Baker area, the Plan will describe how transportation, parking, and transit service within this area can be connected to the broader regional context in West Marin and the San Francisco Bay Area. The Government intends to award a contract without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines this to be necessary. The apparent successful offeror MAY BE requested to present an oral work product that resembles the current project.***** SELECTION CRITERIA: Selection criteria, which represent the factors, and primary sub-factors that will be used in evaluating offers are listed below. The offeror shall demonstrate the following. In descending order of importance, the Technical Evaluation Panel will consider "Qualifications" and "Relevant Project Experience" to be equal, followed by "Past Performance." Each of these are individually more important than "Price," although price will not be scored. **** (a) QUALIFICATIONS:The Offerors must demonstrate in their proposals -- -Technical competence; -- -Sound understanding of the project; -- -Depth of technical disciplines needed to complete work; -- -Qualified project manager; and -- -A proposed schedule (PERT/Gantt chart) showing critical path items to meet NPS schedule goal. **** (b) RELEVANT PROJECT EXPERIENCE. The Offerors must demonstrate in their proposals: -- -Depth of experience in conducting similar studies; -- -Expertise in managing mid- to large-scale transportation and multidisciplinary planning projects; -- -Expertise in regional transportation issues, policies and plans; and -- -Demonstrated understanding of The NPS mission and planning policy. **** (c) PAST PERFORMANCE: The Offerors must demonstrate in their proposals: -- -Three samples of relevant work products; -- -Client references for past projects (for each company/organization), and -- -Client references for project manager. **** (d) PRICE is not scored.
