Division Newport NUWCDIVNPT is hosting an Informational Conference on
04 August, 1999 at NUWCDIVNPT. NUWCDIVNPT is seeking input and
participation from industry to provide budget-level estimates, with
supporting data, for conversion of all Submarine Communications Support
System (SCSS) component training and technical data into interactive
courseware. The conference will be held on 04 August, 1999 at the Naval
Undersea Warfare Center Division, Newport in Building 1319 Mezzanine.
The time will be 10:00. A tour of the Land Based Submarine Radio Room
will follow the conference. Prospective attendees will need to submit
a visit request at least five days prior to the visit, to the NUWC
Division, Newport Security Office, Code 553, Bldg. 80, Newport, RI
02841-5047 and, additionally, shall submit an informational copy of the
visit request to Brett Griffin, code 5914. Attendees may submit their
visit requests to the Security Office via telecopier (401-832-4396 at

information is provided for request preparation. Visit requests will
normally be prepared on letterhead paper and shall contain the

meet at the NUWC Division, Newport Security Office, Building 80 at
9:30. Attendees must abide by the following rules for site visits: (1)
No cameras, tape recorders, or other reproduction devices are allowed.
No hard copies of any Government documents (maps, handouts, etc.) shall
be provided to contractors. Contractors are restricted to note taking.
(2) Phone calls shall be made on commercial telephones only.(3) Each
visitor shall be required to sign in and sign out on the visit, and
must stay with the site survey "tour" at all times. No other meetings
or discussions with Government personnel shall be permitted. (4) The
Government reserves the right to inspect all material, briefcases,
etc., entering or leaving Government facilities. (5) Only advance
substitutions of contractor personnel are permitted. ATTENDEES NOT
COMPLYING WITH THESE RULES AND PROCEDURES MAY BE PRECLUDED FROM FURTHER
SITE SURVEY PARTICIPATION. Conference information overview: The
immediate need of the Submarine Communications Support System (SCSS)
Technical Direction Agent (TDA) is the development of budget estimates
for the conversion of technical documentation to electronic media for
the proposed Radio Room component upgrades included in all phases of
the SCSS program. The SCSS Program modernizes the Exterior
Communications Systems including antennas, for the Los Angeles, Ohio,
and SEAWOLF Class radio rooms. The implementation of the SCSS Program
is evolutionary. The transition from legacy stovepipe components to a
system-focused infrastructure is difficult, at best, since the raw
technical products are still expected to be provided with delivery of
component program equipment (acquisition of technical data still
reflects "stovepipe" products). A goal of the SCSS Program is to
provide full electronic system-through-component module interactive
products that satisfy the Fleet's request for integrated operations and
maintenance technical support. The Fleet needs documentation that
reflects system-level (link/circuit) views and provides end-to-end
connectivity data. The near-term focus is on establishing a sponsored
budget for conversion of all SCSS component training and technical data
into interactive courseware and interactive electronic technical
manuals. The scope of this effort ranges from a single component
ICW/IETM package up to a complete package of ICW/IETM materials for all
components included in the SCSS program. Conversion cost estimates are
required in sufficient detail to support budget staffing. Our
