R -- - NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH ESSA TECHNOLOGIES LTD. Notice of intent to negotiate a sole source contract with Essa Technologies Ltd. for the National Marine Fisheries Service (NMFS). Purpose of contract is to improve programs associated with the Pacific Salmon Commission's chinook model. Essa completed initial modeling improvements for NMFS. The CTC has issued another phase (Phase III) of model improvement work already completed and requires Essa to continue to build on the work they have already completed. The modeling work is highly technical in nature and has required lcose contact between Essa and CTC modeling experts to coordinate model development. Any other contractor attempting to perform this work would require extensive refamiliarization to existing work already done, and additional cost to the Govt.
