required to own, operate, and maintain the Fort Polk electrical
distribution system. The system consists of, but is not limited to:
Transformers, poles, wiring, and associated equipment for a 13.8
Kilo-Volts Aerial Transmission System and for a 13.8/7.97 KV Aerial and
Underground Primary Distribution System; Transformers and equipment for
converting 13.8/7.97 KV to building service voltage; Streetlights,
associated equipment, and hardware, to include street light from
utility systems and some feed from buildings, parking lot lights, area
lights, ball field, tennis court, basketball courts, security lights,
obstruction lights, traffic lights, beacon lights, installation
housing lighting, and perimeter lights; service conductors; and
secondary metering devices. If a large business firm is selected, the
firm must comply with FAR 52.219-9 regarding the requirement of
subcontracting plan. Fort Worth District's subcontracting goals are:
61.2% of the contractor's total intended subcontracted amount be placed
with small businesses; 9.1% of the total subcontracted amount be placed
with small disadvantaged businesses; 4.5% of the total subcontracted
amount be placed with woman-owned small businesses; and 5.5% of the
total subcontracted amount be placed with historically black colleges
or universities/minority institutions. The solicitation will issue on
or about 1 October 1999 with proposals due on or about 1 December 1999.
The Government intends to issue this solicitation through the use of CD
ROM and the Internet. The Compact Disk (CD-ROM) will be provided free
of charge. Solicitations will not be provided in a paper hard copy
format. Notification of amendments shall be made through either 3.5"
diskette, CD ROM, and/or the Internet. The Government reserves the
right to use only the Internet as notification of any changes to this
solicitation. It is, therefore, the contractors' responsibility to
check the following address daily for any posted changes to this
solicitation. Contractors may view and/or download this solicitation
and all amendments from the Internet at the following address
http://ebs.swf.usace.army.mil. The SIC code is 4911. This procurement
is Unrestricted. All responsible sources may submit a proposal which
