The U.S. Department of Commerce (DOC) intends to enter into a food services agreement for its headquarters building at 14th Street & Constitution Avenue, NW, Washington, D.C. (Referred to as the HCHB.) The DOC will conduct a CONOPS style acquisition (See our website for details: http://oamweb.osec.doc.gov/conops) The DOC's requirement includes breakfast and luncheon services, and offerors are encouraged to submit informal proposals explaining their approach to this requirement. The HCHB currently houses approximately 3500 employees. It should be noted that many other food service establishments are in close proximity to the HCHB. The building is currently closed to the public; however, prearranged tour groups may be allowed under some circumstances. The DOC anticipates a no-cost contract, with the Contractor contributing a percentage of its income to a fund for the maintenance and repair of Government-owned equipment. A five-year period of performance is anticipated, with two five-year options. A site visit will be conducted on July 21, 1999 at 10:00 a.m. for interested offerors to tour the HCHB facility (R.S.V.P. due to Ehinz@doc.gov by 5:00 p.m., July 19, 1999). On July 28, 1999, industry written responses are due. The responses will be evaluated by the CONOPS team in early August, 1999. Those offerors whose responses are considered competitive will be asked to submit detailed proposals, following the initial evaluation in August, 1999. The CONOPS team will then conduct site visits to view operational facilities run by those firms submitting formal proposals. The DOC intends to make a best value decision in early September, 1999.
