activity requires services to remove approximately from 1500 to 5000
tons of Non-Hazardous petroleum hydrocarbon contaminated soil from the
former Mare Island Naval Shipyard, Vallejo, California, to an approved
State of California Class II or III Landfill at a minimum rate of 20
24-ton truck loads per day for the initial 1500 tons. The contractor
shall provide signed manifests showing that disposal was properly
accomplished in accordance with California State regulations. The soil
is not classified as California State or Federally regulated hazardous
waste based on two separate waste stream classifications. Total
petroleum hydrocarbon levels of 800-900 mg/kg were determined from two
different composite samples of the spoils pile. Transport and disposal
of the initial 1500 tons shall be complete prior to 30 July. This is a
combined synopsis solicitation under Simplified Acquisition Procedures
for commercial items. This announcement is Request for Quotations
N62678-99-Q-9161. A copy of the written Request for Quotation with
applicable fill-ins and the applicable Service Contract Act Wage
Determination 94-2069 Rev (13) dated 06/01/1999 may be obtained by

are those in effect through Federal Acquisition Circular 97-11. This
solicitation is not a small business set-aside; the Standard Industrial
Classification Code is 4953 and the Small Business Size Standard is
annual receipts of $6 million or less. Quotations must identify the
disposal facility to be used and provide evidence that it meets
California Class II or III requirements and identify the hauler and
provide evidence that it meets all applicable California and Federal
