soliciting Bids for bundling, banding, weighing and relocating
approximately 24,056 MT of Zinc at the DNSC Marietta, PA Depot. Period
of performance is 120 days. This is a 100% small business set-aside
under Standard Industrial Classification (SIC) code 8999. The small
business size standard is $5 million. This is a Combined
synopsis/solicitation for Materials Handling prepared in accordance
with the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. SPO833-99-Q-0216 is issued as a
Request for Quotation (RFQ). The Solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-13. 1. CLIN 0001 Contractor shall remove approximately
24,056 metric tons of Zinc from its current block stack storage, clean
slabs of any accumulated dirt and debris, transport zinc to a
contractor provided scale, a distance of approximately 200 feet, weigh,
and band. Only one type of brand and grade of zinc should be placed in
a bundle. 2. The Government estimates that approximately 35% of the
zinc is stored in commingled stacks requiring individual handling of
each slab to build a bundle. Manually built bundles will weigh
approximately 2,204 lbs. (one metric ton). Stacking patterns will vary
for manually built bundles for different brands of zinc. All bundles
manually built, shall have the slabs interlocked to prevent slippage.
The Contracting Officer Representative (COR) shall direct the
Contractor on the stacking pattern for manually built bundles. 3. The
Government representative will witness the weighing and mark the weight
on each bundle. The contractor will then remove the weighed bundle and
securely band the bundle with three (3) 1-1/4 galvanized bands and
double crimp. Bands are to be placed in such a manner as to prevent any
slabs from slipping out of the bundle.A Government representative will
check the banding at the banding site and/or weighing sites. Any
bundle rejected by a Government representative for loose bands or
tilting shall be re-stacked and/or re-banded by the contractor at no
additional cost to the government. After banding and crimping, the
contractor shall relocate the completed bundle to an open area, 600
feet from the scale. The completed bundles shall be stored by brand,
two bundles high. Rate of production shall be 1,000 complete metric ton
bundles per week. Sequence of work may be altered after bundles have
been weighed and an established slab count per brand, per bundle has
been established. 4. Where possible without compromising stability, the
Contractor shall meld any broken pieces into existing sub-lifts. Broken
pieces shall be kept segregated by grade and brand. Contractor shall
not run equipment over existing stack base pieces. Base pieces shall be
removed and placed in sub-stacks as they are exposed. 5. The contractor
shall place broken slabs not incorporated into sub-lifts into drums
furnished by the Government. Broken slabs shall be segregated by grade
and brand. The Government shall determine the tare weight of the drum
utilizing the contractor scale. After filling the drums, the
Contractor shall weigh the drum. The Government Representative will
mark the gross, tare, and net weight on the drum, as well as the grade
and brand of zinc. Gross weight of any drum shall not exceed 750
pounds. Completed drums are to be stored in front of where the
particular brand of material is stacked. Contractor shall keep the
scales free of ice, rain, snow, debris, and any other foreign material
that may affect scale operation and accuracy. 6. Contractor shall
furnish a digital scale capable of displaying weights to the nearest
pound. The scales shall be calibrated at the expense of the contractor
in the presence of the COR and/or Quality Assurance representative.
The scale shall be certified by an authorized State of Pennsylvania
scale mechanic in the presence of a Government representative not more
than 10 days prior to the start of work. The contractor shall ensure
that the scale certification is 80% of the scale capacity. Scale shall
be certified in accordance with NIST Handbook 44- Acceptance Tolerance
Values-Scale acceptance tolerance shall be listed on the scale
certification. The scale shall be within acceptance of tolerance values
at each check weigh, if not the scale shall require re-calibration and
re-certification at the expense of the contractor in the presence of
the Government representative. If the scale is relocated for any reason
after an official certification, the scale shall be re-calibrated and
re-certified at the expense of the Contractor in the presence of the
Government representative. The scale shall be tested with a contractor
supplied certified 2,000 pound test weight prior to the beginning of
each work day, and after the lunch break in the presence of the
Government representative. Scale shall be zero balanced after each
weigh. The Government reserves the right to challenge the accuracy of
the scale at any time. 7. The Contractor shall provide all supplies,
material and equipment not provided by the Government that are
necessary for the performance of the work, including but not limited
to: banding equipment, crimpers, dumpsters, scale, test weights, all
necessary safety materials and supplies such as safety shoes (steel
toe), safety glasses with side shields and work gloves for employees.
Contractor shall be responsible for furnishing all necessary utilities
that would include but not limited to electricity, portable toilets,
water and telephone. Office space and closed storage space for
equipment and supplies is not available. 8. Government will provide 1
inch galvanized banding, clips for crimping, empty drums, indelible
markers. The Contractor shall at all times keep the work area,
including storage areas, free from accumulation of waste materials. 9.
On a daily basis, the Contractor shall clean up all work areas, and
make sure theyare free of any debris. Used and discarded supplies and
banding material, including old bands shall be properly disposed of
off-site at the contractor expense. The Government assumes no liability
for any loss or damage to Contractor's property. 10. Hours of work at
Marietta, PA are Monday 1200 1600, Tuesday Thursday 0700-1600, Friday
0700-1200, excluding weekends and Holidays. Contracting Officer
Representative (COR) will determine if weather conditions do not permit
the contractor to weigh/band material. 11. Safety Requirements. a. The
contractor shall take all proper and necessary safety and health
precautions to protect the work, the workers, the public and the
property of others. The contractor shall comply with all Occupational
Safety and Health administration (OSHA) regulations and relevant state,
Local and Federal environmental regulations. b. The contractor and all
its employees shall observe all safety, hazard, and fire regulations
in effect at the depot. c. all electrical equipment shall be UL
approved. All power equipment shall meet the requirements of 29 CFR
1910.78 d. No equipment shall be left unattended with the motor
running. e. There will be no refueling of gas-powered equipment within
any interior space or within 20 feet of any building. f. Material
handling equipment shall be clean and in good operation order. Handling
equipment and procedures are subject to inspection by the COR. g.
Smoking is prohibited, except in specifically designated areas or
buildings. Smoking is prohibited within 100 feet of any refueling
operation. h. Fuel storage tanks furnished by the contractor shall be
acceptable to the COR. Location of fuel storage tanks will be
coordinated with and approved by the COR. 12. Security Requirements a.
All contractor employees shall sign in and out at the Administrative
Office upon entering and leaving the depot each day. The contractor's
supervisor's shall indicate their position titles next to their
signature. b. The contractor shall comply with all security measures
deemed necessary by the government in connection with performance under
this contract. 13. This solicitation incorporates one or more clauses
by reference, with the same force and effect as if they were given in
full text. The quoter is cautioned that the listed provisions may
include blocks that must be completed by the quoter and submitted with
its quotation. In lieu of submitting the full text of those
provisions, the quoter may identify the provision by paragraph
identifier and provide the appropriate information with its quotation

contract resulting from this solicitation to the responsible quoter
whose offer conforming to the solicitation will be most advantageous to
the Government. Price, based on unit price per metric ton and past

Contractor shall procure and maintain, and require any subcontractor to
procure and maintain, during the entire period of performance under
this contract, such insurance as stipulated herein. a. Workers'
compensation and employer's liability. The Contractor is required to
comply with applicable Federal and State workers' compensation and
occupational disease statutes. Employer's liability coverage of at
least $100,000 is required, except in States with exclusive or
monopolistic funds that do not permit workers' compensation to be
written by private carriers. b. General liability. Bodily injury
liability insurance coverage written on the comprehensive form of
policy of at least $500,000 per occurrence. c. Automobile liability
insurance written on the comprehensive form of policy is required. The
policy shall provide for bodily injury and property damage liability
covering the operation of all automobiles used in connection with
performing the contract. Policies covering automobiles operated in the
United States shall provide coverage of at least $200,000 per person
and $500,000 per occurrence for bodily injury and $20,000 per
occurrence for property damage. The amount of liability coverage on
other policies shall be commensurate with any legal requirements of the
locality and sufficient to meet normal and customary claims. 15.
Offerors are urged to inspect the site where the work will be
performed. A Pre-quote conference will be held July 29, 1999, 10:00
A.M., at the Marietta Depot, Marietta, PA. Quotes may be submitted to
