Management, 503/668-1768. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are being requested and a written solicitation will not be issued. This
solicitation, No. R6-6-99-127, is issued as a Request for Quotations.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-13. This
requirement is 100% small business set-aside. The standard industrial
classification is 7353. Small Business Size Standard of $5.0 million,
average annual receipts for the preceding 3 fiscal years. This
requirement willresult in a Indefinite Delivery/Indefinite Quantity
type contract, with no minimum guarantee on each contract. Multiple
awards may be made. Equipment with operator to be utilized in support
of work on the Mt. Hood National Forest, Zigzag Ranger District. One or
more Road Obliteration projects and a Streambank Stabilization project
is planned. Work may include such items as road scarification, pull
back of fill slopes, removal of existing culverts, spread of woody
debris, recontour slopes, aggregate removal, haul large root wads and
boulders/rip-rap, woody debris, dirt, aggregate, placing
boulders/rip-rap, soil, root wads, hauling logs, stream work including
boulders, root wads and logs. The Contractor shall be responsible for
all necessary MUTCD signing. The Contractor shall be responsible for
operating the equipment in a manner that is safe and within the
capabilities of the equipment specified. Contractor's use of all Forest
Service roads shall be in compliance with the Mt. Hood National Forest
Commercial Road Rules dated January, 1992,available upon request.
Should repairs be needed on equipment, such repairs shall be
accomplished within two (2) calendar days or the equipment shall be
replaced within 24 hours with a comparable piece of equipment at no
additional cost to the Government. The Contractor shall not store more
than 500 gallons of oil or oil products on site. The Contractor shall
insure that all fuel trucks carry an adequate number of spill kits.
The Contractor shall provide adequate two-way communication facilities
to report an accidental spill. The accident report shall be made
within 20 minutes of detection to the District Hazmat Coordinator and
Contracting Officer's Representative (COR). As specific projects arise,
purchase orders will be negotiated (at rates specified within the
contract) and purchases orders issued. Purchase orders may include
services where measurement/payment are based on actual hours of work,
or services that have a firm, fixed price for a specific project. For
each item following, offerors should provide unit prices. For all
equipment, also provide a complete description (make, model, year,
serial number, accessories and current value). Quantities shown are
estimates for FY 1999 and ARE NOT GUARANTEED. Unit prices quoted for
equipment should include all operating supplies. ITEM NO. 1: EXCAVATOR,
Caterpillar 320 or approved equal; operating weight of 42,000 pounds;
flywheel power of 125 horsepower min.; bucket capacity of 1 1/3-1 1/2
cubic yards, digging teeth and hydraulic thumb; ground level reach of
31 feet min. Without operator. 340 hours estimated. ITEM NO. 2:
EXCAVATOR, Caterpillar 311 or approved equal; operating weight of
24,000 pounds; flywheel power of 75 horsepower min.; bucket capacity of
1/2-3/4 cubic yard, digging teeth and hydraulic thumb; crawler mounted
having street pads with 23.5-inch width min.; ground level reach of 29
feet min. Without operator. 400 hours estimated. ITEM NO. 3: TRACK
LOADER, Caterpillar 953B or approved equal; flywheel power of 150
horsepower min.; bucket capacity 2 cubic yards min.; multi-purpose
bucket, opening 3.5 feet min.; with ripper. Without operator. 160 hours
estimated. ITEM NO. 4: BULLDOZER, Caterpillar D6 or approved equal.
Without operator. 40 hours estimated. ITEM NO. 5: EQUIPMENT OPERATOR;
highly skilled and experienced, for items 1-4 above. ITEM NO. 6: DUMP
TRUCK, diesel, capable of hauling 10 cubic yards of soil, aggregate,
riprap, large boulders and stumps. Without operator. 120 hours
estimated. ITEM NO. 7: TRUCK OPERATOR; highly skilled and experienced,
for item 6 above. ITEM NO. 8: LABORER, misc. tasks including but not
limited to: excavating & placing soil, small boulders and logs,
falling/bucking trees, setting chokers, operating motorized soil
compactors and rock drill. 160 hours estimated. Mobilization and
Demobilization costs will be negotiated with each individual purchase
order; Water Truck meeting the attached fire requirements may be
included in mobilization as well as motorized hand tools such as a soil
compactor. Special requirements for working in the Bull Run Watershed
(i.e. Entry, Sanitation, Handling Petroleum Products, and Fire) will be
enforced and costs will be included in Mobilization. If you do not
provide prices for all of the above equipment, you still may be
considered for award. Work will be performed as specified within each
purchase order. Measurement will be for the actual quantity of machine
or laborer hours, to the nearest half hour that the equipment or
laborer is in actual operation in performance of authorized Government
work. Non-productive time such as, but not limited to, lack of
operating supplies or qualified operator, servicing time lost by reason
of breakdown or being stuck, shall not constitute "actual" operation.
Work is to be performed Monday through Friday between the hours of 7:00
a.m. and 5:00 p.m. for the Road Obliteration project(s) and 8:00 a.m.
and 6:00 p.m. (stop at 1:00 p.m. on Friday) for the Streambank
Stabilization project, unless otherwise mutually agreed. Work over 40
hours in a week, may be required. No work will be allowed on Federal
Holidays, unless otherwise mutually agreed. The Government will award
contract(s) to the responsible offeror(s) whose offer conforming to the
solicitation is most advantageous to the Government -- price and other
factors considered. The following factors will be used to evaluate
quotations: (1) Past Performance (quality, customer satisfaction, cost
control, business relations, timeliness of performance) and (2) price.
Price is of less importance than past performance evaluation, however,
the importance of price may become greater as the difference between
past performance proposals decrease. Where past performance is
determined to be substantially equal, cost may control award. Award(s)
may not be made to the lowest price. Offerors should provide a listing
of major contracts completed in the last 3 years for similar work
(include project name/identification, contact name and telephone
number). Should multiple awards be made, task order selection of a
Contractor from the contract pool will be based on: equipment needed,
availability, location and ability to respond within the time frame
