Solicitation Notice for a Best Value Construction Services Task Order Contract (TOC). The USPFO for Arkansas shall issue a solicitation for a multiple-year maintenance, repair, and construction service contract. The main/base contract shall be for one (1) base year and four (4) option years. Several General Contractors and Speciality Contractors will be issued the Base Contract and then will compete/bid for the individual Task Orders. The Speciality Contractor categories are HVAC, Plumbing, Painting, Electrical, Paving/Sidewalks and Roofing. Significant evaluation criteria for the basic contract, in descending order of importance are: (1) Past Performance (2) Performance Capabilities, (3) Project/Technical Management, (4) Office location in relation to the work site and (5) Price Proposal on a sample construction project. Individual Task Orders may range in value from $2,500 to $2,000,000. Task Orders may be issued for work to be performed on the Little Rock Air Force Base and anywhere within a 30 mileradius of Little Rock, Arkansas, the Hot Springs Memorial Airport and anywhere within a 30 mile radius (Arkansas), the Fort Smith Airport and anywhere within a 30 mile radius (Arkansas) and anywhere within a 250 mile radius of Little Rock, Arkansas. All Contractors shall have a choice of job site and what size (dollar value) projects they care to bid on. A Pre-Proposal meeting will be held o/a 9 August 1999. Solicitations will be issued o/a 9 August 1999. Proposals will be due o/a 8 September 1999. Contract awards will be made o/a 1 October 1999.
