materials, equipment, transportation, tools,and equipment to Install a
Direct Burial Prefabricated steam conduit from existing steam manhole
to the mechanical room indicated on the sketches and drawings provided
in the sol. Steam conduit shall be installed in accordance with the
specification. Prefabricated steam supply shall be designed for 80 psi
working pressure. Contractor shall determine exact dimensions required
for new steam conduit. Contractor is responsible for steam conduit
being complete and ready for use. Contractor shall cap the existing
steam supply and return to Building 163 inside the manhole after the
new steam line is installed and operating. Cap the existing piping in
accordance with ASME 31.1. The existing lines into the building are to
be abandoned in place. The work shall be done in accordance with the
statement of work, wage detrmination, all applicable local building
codes, specifications, drawings, and sketches. Standard classification
Sic code 1711. The facilityunder this contract may contain asbestos
materials throughout the building. All work is to be completed in 120
days after Notice to Proceed. This requirement is being procured under
the Simplified Acquisition Procedures using Best Value. Magnitude of
project is between $25,000.00 and $100,000.00. Only one site visit will
be conducted. It is scheduled for August 10, 1999 at 9:00 a.m., meeting
at the Lobby of Building 426,Barc-East, Engineering and Planning in
Beltsville, Maryland 20705-2350. This procurement is set-aside for
emerging small business (ESB) concerns. A firm-fixed price contract
will be awarded to the responsible offeror who submits the quotation
considered most advantageous to the Government based on best value,
considering price and other factors. The solititciation will be
released on or about Aug. 2, 1999. Requests for the R.F.Q. should be in
