Presolicitation Notice: Furnish all labor, material and equipment necessary to perform various exterior and interior repairs at various buildings at the former U.S. Coast Guard Facility on Governors Island, New York City. The exterior work includes extensive replacement of asbestos containing bituminous flat style roofing, replacement of asphalt shingle style roofing, painting of exterior trim, masonry repointing, pressure cleaning of brick, resetting of parapet capping stones and miscellaneous associated work in Buildings 12, 135 and 400. The interior repairs to historic Quarters #1 consists of plaster repairs, interior painting and replacement of two historic door knobs. A one time only site visit will be held and is tentatively scheduled for Wednesday, 25 August 1999. Further information concerning this site visit will be included in the solicitation. This Invitation for Bids is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both large and small business participation and is estimated between $250,000 and $500,000. The applicable SIC Code is 1761. The tentative date for receipt of bids is 02 September 1999. Bid packages will be available on or about 3 August 1999 at a non-refundable charge of $42. Certified Checks or money orders should be made payable to Commercial Blue Print and Supply and mailed to the firm at: 83 Waverly Street, Jersey City, NJ 07306. Do not send fees to the Coast Guard. For minority, women owned and disadvantaged business enterprises: the Department of Transportation (OSDBU) has programs to assist minority, women owned and disadvantaged business enterprises to acquire short term working capital and bonding assistance for transportation related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding assistance program enables firms to apply for bid, performance and payment bonds up to $1 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
