Alexis Kemper (202-482-1512) The Ministry of Defense of Portugal
intends to perform a NATO Infrastructure Project for the implementation
of an Interface between the CINCIBERLANT CCIS and the Portuguese Air
Command Control System(POACCS)/POMBAL(Portuguese Maritime buffer and
Airborne Early Warning Link). Portuguese Air Command Control System is
a NATO Infrastructure Project under implementation, including Sensors,
Communications and and Operations Command Center. POMBAL (Portuguese
Maritime Buffer and AEW Link). CINCIBERLANT CCIS is a Command, Control
and Information System for the Iberian Atlantic Area, which was
completed by min-1995. The current capability to be issued as a
competitive bid is a computer to computer link with X.25 protocol to
enable the exchange of information between the two systems, in the
format of Link 11 and Link 14 messages. The bidding will include the
following tasks: (a) Reguirement Analysis of a Government Furnished
Equipment st of requirements (b) Subsystem design (c) Interface design
(d) Documentation (e) Test and evaluation (f) Configuration Management
and Quality Assurance (g) Coding and Support Implementation (h)
Delivery and installation of Hardware (i) Training. The locations are
in Lisbon and Oeiras. Portugal. All applicants must be certified to
compete in NATO ICB by the U.S. Department of Commerce, Office of
