Fixed Price Requirement (FFP) and a sole-source procurement with
Kollmorgen Corporation, 347 King St., Northhampton, MA 01060-2390, for
the period of one base year and three 12 month options. BACKGROUND:
The Naval Sea Systems Command (NAVSEA) currently has a contract with
Kollmorgen, Inc. to procure and install the on board training Image
Generator (IG), and develop application software and 35 visual contacts
(targets) for the Virginia Class submarine, Photonics Mast On-board
Trainer (PMOBT) program. A similar visual training system (STVTS-2000)
will be procured by NAWCTSD as a replacement to the existing visual
systems found in the attack centers at the submarine schoolhouses. The
STVTS-2000 will be interfaced into the Submarine Multi-Mission Team
Trainer (SMMTT) Phase II trainers that are replacing the current fire
control and sonar training systems, also within the attack centers.
NAWCTSD is tasked to replace the existing STVTS Device 21B68 visual
systems, located at the shore based submarine centers, concurrent with
the NAVSEA SMMTT Phase II upgrade to the Attack Centers. In order to
minimize development time and procurement costs, NAVSEA is requiring
maximum leveraging of PMOBT unique simulation/application software to
the STVTS-2000 program plus maximum commonality of hardware and
interchangeability of databases (contacts and coastlines) developed for
both the PMOBT and STVTS-2000 programs. Therefore, the leveraging of
the PMOBT unique simulation software, scenario control and, overall
simulation management technology development is a major part of this
effort. There will be some differences between the PMOBT and STVTS-2000
final software products. By tasking, NAWCTSD is to make maximum use of
PMOBT simulation and application software, developed models,
databases, data sources, and commercial off-the-shelf (COTS) hardware
and software. 1. In response to the above tasking, NAWCTSD, Orlando,
Florida intends to award a sole source contract to Kollmorgen Inc. for
the procurement of the STVTS-2000 systems. The Alpha contracting
method is proposed for this contract. A total of eight systems will be
procured and installed at various Naval Submarine Training Sites over
five years. These systems include system hardware, operating system
software, unique simulation/application software, and an interface with
the SMMTT Phase II trainer (instructor operator station). All software
developed for the PMOBT program (except interface software) must be
usable for the STVTS-2000 program, i.e., the simulation and application
software, visual contact(s), coastline database(s), etc. must play on
the STVTS-2000 system. All visual contact and coastline databases
developed for STVTS-2000 must be usable in the PMOBT program. There is
no intent by the government to provide any PMOBT government furnished
property or equipment (GFP/GFE). 2. The tasks involved with this
procurement include, but are not limited to, the following list. --
Acquisition and integration with SMMTT of the Image Generator (IG)
hardware that is functionally the same as that selected by the PMOBT
program. -- Procurement of the identical software operating system as
that selected by PMOBT. -- Development of contact(s) and coastline(s)
databases that are interchangeable with PMOBT. -- Leveraging of PMOBT
unique simulation/application software to the STVTS-2000 program. --
Development of an interface between the STVTS-2000 and the SMMTT Phase
II trainer. -- Development and or procurement of a periscope visual
display system, or upgrade of the existing system, including the design
of any necessary interfaces. -- Upgrading of existing periscopes to
Type 18 at all Fast Attack Submarine Training Centers. -- Refurbishing
existing periscopes, as required, including periscope trainee
stations. -- Refurbishing Type 15/8 scopes at TRIDENT training
facilities, including trainee periscope stations. -- On site
integration and testing of the STVTS-2000 with the SMMTT at NUWC
Newport, RI. -- Installation, testing and on site supportat all eight
training sites, including removal and disposal of hardware as
necessary. -- Training of NUWC in the operation of STVTS-2000. --
Develop documentation consisting of the delta between applicable PMOBT
CDRLs and STVTS-2000 unique CDRLs as required. -- 3. Interested
contractors (other than Kollmorgen) should respond with the following
additional information. -- The company should state how they would
leverage the PMOBT unique simulation/application software to the
STVTS-2000 program. -- The company should state how they would interact
with Kollmorgen to ensure that all software developed for PMOBT is
usable for the STVTS-2000 program. -- The company should state how they
would ensure all contacts and coastline databases developed for
STVTS-2000 will be usable for the PMOBT program. -- State how the
contractor would leverage software development efforts to achieve
maximum cost savings. -- Give an outline or synopsis of a program
similar to this announcement and how you achieved success of program
objectives. -- Give a history of your company and its experience or
involvement and current capabilities with visual systems and graphics
and what systems/graphics you have developed or worked on in the past.
-- The contractor should list any other data pertinent to his response
