This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requirement: Item 1, Workstation, Quantity 52, Description: Intel Pentium III 500 MHz Processor, minimum 128MB RAM and upgradeable to 256MB, 1 PCMCIA Type II slot, 1 PCMCIA Type III slot, and provide additional slots as needed for requirements herein, 8.4GB Eide, Ultra-ATA/66, 3.5LP 9.5MS, 5400rpm primary hard drive (Western Digital drive, Model No. AC38400 or equivalent drive), 18GB Eide, Ultra-ATA/66, 3.5LP 8.5MS, 7200rpm secondary hard drive (Western Digital drive, Model No. AC41800 or equivalent drive), minimum 32X CD drive, 100MB internal Zip drive, 1 3.5" disk drive, 1 video card w/ minimum 8MB video RAM, OpenGL support and TV out (Hercules Stingray Model No. 128/3D or equivalent card), 1 network card with 2 ports: 10BaseFL/ST and 10BaseT/RJ45 (Allied Telesyn Model No. AT-2450FT or equivalent card), 1 SCSI adaptor w/ external HD50 or HD68 pin port, 1 sound card, 1 video capture card (Winnov Model No. WNOV-A001012A or equivalent card), 1 teleconference camera w/ headset and on/off switch (Video Labs V3.0 Flexcam or equivalent unit), 1 microphone w/ on/off switch (AudioTechnica Model No. MT858a or equivalent unit), 1 set of external speakers (MIDI Labs Model No. MLI-170 or equivalent speakers), 1 21" monitor, 1280x1024 resolution, and most current Windows NT operating software. Item 5, HP ColorLaserJet 4500N Printer or equivalent (if equivalent is proposed, offeror must provide specifications), Quantity 4. Item 6, HP DesignJet 3000CP Plotter or equivalent (if equivalent is proposed, offeror must provide specifications), Quantity 1. Item 7, HP DesignJet 3500CP Plotter or equivalent (if equivalent is proposed, offeror must provide specifications), Quantity 1. At a minimum all equipment shall include the manufacturer's standard warranty. Prospective Offerors are requested to provide a quote in response to the requirement above. Partial quotes are acceptable as long as at least Items 1 and 2 are quoted or Items 3 through 7 are quoted. Partial quotes within these groupings are not acceptable. Quotations must be provided no later than 30 July 1999, 1400HRS EST. The equipment shall be delivered to theaddresses below: NIMA, 4600 Sangamore Road, Bethesda, MD 20816-5003 or NIMA, 3838 Vogel Road, Arnold, MO 63010. Delivery of all items is F.O.B. Destination. Desired delivery is no later than 30 days after contract award. This solicitation and incorporated provisions and clauses are those in effect through FAC 97-12 and the current version of the DFARS as of the date of the synopsis. The following clauses apply to this solicitation: FAR 52.212-1, FAR 52.212-2 (evaluation is based on best value of the overall requirement. Best value will include an evaluation of price and technical factors. Technical subfactors that may be considered in making a best value determination include the following: (i) degree to which stated requirements are met, (ii) special features of the supply that are required in effective program performance capabilities that are not provided by comparable supply/service, (iii) probable life of the supplies selected as compared with that of comparable supply item, (iv) warranty considerations, (v) maintenance availability, (vi) past performance (Offerors may be requested to provide past performance data), and (vii) environmental and energy efficiency considerations. Based on overall value to the Government (including administrative burden), the procurement may be split awarded to a maximum of two contractors. Items 1 and 2 must be procured together.), FAR 52.212-3 and DFARS 252.212-7000 (both to be provided with quotation), FAR 52.212-4, FAR 52.212-5 and DFARS 252.212-7001 (appropriate clauses will be defined at time of award, IAW w/ the FAR and DFARS) and DFARS 252.204-7000. These clauses are not applicable if items are ordered via GSA/Agency Schedule/Contract Vehicle (except DFARS 252.204-7000).
