Force Research Laboratory, Sensors Directorate is soliciting proposals
for obtaining innovative Space Based Radar antenna concepts.
Particular interest is in low cost concepts that can be incorporated as
alternatives to full Active Electronically Scanned Array (AESA)
solutions. Antenna technologies developed must support Airborne Moving
Target Indication (AMTI) with multi-mode extension to Ground Moving
Target (GMTI), Synthetic Aperture Radar (SAR) and Electronic
Intelligence (ELINT) applications. The government encourages antenna
concepts which explore wideband/multiband capabilities. Contact
information is listed above. THIS ANNOUNCEMENT CONSTITUTES THE ENTIRE
SOLICITATION. Offerors are required to submit five (5) copies each of
their technical and cost proposals with a cover letter indicating
whether the offeror is a large, small, woman-owned, small disadvantaged
business, Historically Black College or University, or Minority
Institution. Offerors must mark their proposals with the restrictive
language stated in FAR 15.609(e). All responses to this announcement
must be addressed to ATTN: Jeffery L. Mack. Reference BAA-99-05-IFKPA,
AFRL/SNRD, 26 Electronic Pky, Rome, NY 13441-4514 and should be
received not later than a close of business thirty-five (35) days after
publication of this announcement. Also, small business only should send
one (1) copy of the cover letter only (1st Class Mail, Unclassified
Only) to ATTN: Ms Janis Norelli, Director of Small Business, AFRL/IFB,
26 Electronic Pky, Rome, NY 13441-4514. A complete description of this
program, and further instructions for submission of a proposal can be

http://www.if.afrl.af.mil/div/IFK/baa. Individual proposal evaluations
will be based on acceptability or non-acceptability without regard to
other proposals submitted under the announcement. Evaluation of
proposals will be performed using the following criteria: 1. Soundness
of Approach: (a) The offeror's presentation of innovative concepts and
manner of conducting the effort to meet the Air Force's objectives and
goals (Described in Section A of the BAA document found at the above
cited web address) (b) Organization, clarity, and thoroughness of the
Technical Proposal and Statement-of-Work. 2. Understanding of the
Problem: The offeror's understanding of High Power-Aperture Radar
Systems, Antenna Subsystems, and the performance/cost tradeoffs
involved in developing such systems for spaced based deployment. 3.
Special Technical Factors: Available personnel, experience, expertise,
capabilities and facilities. 4. Ability to Achieve Goals: (a) The
offeror's conceptual designs potential for filling the goals described
in Section A (Statement of Problem, found on the website above). In
particular, the degree to which the designs satisfy the goals in Table
1 (See website). And the degree to which these designs accommodate the
goals of Table 2 (See website). (b) Does the proposal convey how the
antenna subsystem will work? 5. Proposal Risk Assessment: Proposal risk
will be individually assessed for the technical, cost and schedule
areas. Proposal risk relates to identification and assessment of the
risks associated with an offeror's proposed research as it relates to
accomplishing the proposed effort. Tradeoffs of the assessed risk will
be weighed against the potential payoff. Cost evaluation includes the
reasonableness and realism of the proposed cost and fee and
consideration of proposed budgets and funding profiles. In addition,
the Government will consider other factors, such as past and present
performance on recent Government contracts. Options are discouraged and
unpriced options will not be considered for award. Principal funding of
this BAA and the anticipated award of contracts will start in FY00.
Individual awards will not normally exceed 12 months with dollar
amounts ranging to $500,000. Total fundingfor this BAA is approximately
$1.5M. Awards of efforts as a result of this BAA will be in the form of
contracts, grants, cooperative agreements, or other transactions
depending upon the nature of the work proposed. Responders are
requested to provide their Commercial and Government Entity (CAGE)
number with their submission as well as a fax number, and an e-mail
address. Foreign or foreign-owned offerors are advised that their
participation is subject to foreign disclosure review procedures.
Foreign or foreign-owned offerors should immediately contact the
contracting focal point, Joetta A. Bernhard, for information if they
contemplate responding. Export-controlled technical data may be
involved, only firms on the Certified Contractor Access List (CCAL)
will be allowed to access such data. For further information on CCAL,
contact the Defense Logistic Service Center at 1-800-352-3572. Selected
offerors may be required to review classified material up to the Secret
level, therefore personnel identified for assignment to the proposed
effort must be cleared for access to Secret information. The cost of
preparing proposals in response to this announcement is not considered
an allowable direct charge to any resulting contract or any other
contract. An ombudsman has been appointed to hear significant concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. Routine questions are not considered to be
"significant concerns" and should be communicated directly to the
contracting officer, Joetta A. Bernhard, 315-330-2308. The purpose of
the ombudsman is not to diminish the authority of the contracting
officer or program manager, but to communicate contractor concerns,
issues, disagreements and recommendations to the appropriate government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Deputy Chief, Contracting Division, at 315-330-7747. When requested,
the ombudsman will maintain strict confidentiality as to the source of
the concern. The ombudsman does not participate in the evaluation of
proposals or in the selection process. This BAA is open and effective
