SPECIALIST, (256)895-1149. THIS IS NOT A NOTICE OF ISSUANCE OF A
SOLICITATION. However, if it is determined to be in the best interest
of the Government to issue a solicitation for this proposed
acquisition, it is the intent of the U.S. Army Engineering and Support
Center, Huntsville, to use electronic means as the preferred method
for delivery of all solicitation documents to vendors. The Government
does not intend to use Federal Acquisition Regulation (FAR) Part 12,
Acquisition of Commercial Items, for this proposed procurement. The SIC
Code is 8711. In accordance with FAR 15.201, Exchanges With Industry
Before Receipt of Proposals, this is a notice to all interested parties
to provide comments on the proposed acquisition for "Ordnance and
Explosives (OE) Response and Services" at sites in the Continental
United States (CONUS), Hawaii and Alaska and Outside the Continental
United States (OCONUS). Background/Statement of Need/Objective.
Background. It is the intent of the Government to issue a solicitation
for OE response and services CONUS, Hawaii and Alaska and OCONUS. OE
response and services may occur at various Formerly Used Defense Sites
(FUDS), active Department of Defense (DoD) installations, Defense
sites identified under the Base Realignment and Closure Act (BRAC),
property adjoining DoD installations and other federally
controlled/owned sites that have been impacted by OE operations. These
sites may be located in the continental United States, Hawaii and
Alaska or worldwide. Statement of Need. The contract, through multiple
awards, would acquire the necessary services for the identification,
location, removal and disposal of OE and related material at sites
located in CONUS, Hawaii and Alaska and OCONUS. The contractor would be
responsible for integrating, managing and executing all aspects of OE
response and services to include: systems integration, data management
(i.e., geographical information systems, etc.), historical data
analysis, footprint reduction methodologies, field reconnaissance,
engineering evaluations, geophysical mapping, anomaly discrimination,
cost analysis, risk analysis, statistical sampling and analysis, data
and analysis reports, clearance and sampling, removal and disposal of
OE and related material. In addition, the contractor would provide
continuous improvement of the OE response process throughout the life
of this contract. Objective. The overall project objective is to reduce
risk in OE areas to the extent that they become fully suitable for
their intended reuse purpose. However, this acquisition will
extensively utilize up-front engineering to discriminate OE from scrap
prior to excavating. Proven innovative technologies will be applied
and integrated as part of this engineering approach. To facilitate this
approach, all aspects of the OE response process will be integrated
under one coherent systems integration management contract for each
award. Key Elements of the Proposed Acquisition. Inaccordance with FAR
37.6, the contract will be a Performance Based Contract consistent
with applicable statutes, regulations and U.S. Army Corps of Engineer's
policies and procedures. The contract will describe the acquisition in
terms of results required by the Government, and the contractor will
be responsible for providing the method of achieving the results. The
contract will contain measurable performance standards related to cost,
schedule, safety, quality and customer satisfaction. The contract will
be a one year Indefinite Delivery Indefinite Quantity (IDIQ)
Engineering Services contract with four one-year options. Multiple
awards are anticipated. Approximately 85 percent of the task orders
will be firm-fixed-price with the capability to issue
time-and-materials (unilateral and bilateral) task orders. The expected
size of the contract is $30 million per year for an overall contract
value of $150 million. Proposed Evaluation Process. The acquisition
will be conducted in accordance with FAR Part 15 procedures, to include
the use of the Uniform Contract Format in accordance with FAR 15.204-1.
The selection process will include an evaluation of past performance,
technical and management capability and price. The price proposal will
include fully burdened labor rates and a cost proposal for execution
of a sample or actual task order. It is anticipated that the Source
Selection Process and Technique will be in accordance with FAR
15.101-1, Best Value Tradeoff Process. However, the Government is
particularly interested in whether Oral Presentations in accordance
with FAR 15.102 is beneficial. The contractor's past performance will
be evaluated in accordance with FAR 15.305(a)(2). The contract will be
awarded to the offerors ranked the highest based upon evaluation of
all factors. A pre-proposal conference will be held at the U.S. Army
Engineering and Support Center, Huntsville, Alabama, to allow all
interested parties the opportunity to receive a briefing on the
acquisition and ask questions concerning the procurement. The expected
date of contract award is the third quarter of Fiscal Year 2000.
Request for Comments. The Government invites all interested parties to
provide written comments on all aspects of the proposed acquisition
strategy via fax (no telephone calls). Each respondent should indicate
whether it is a large business, small business or small disadvantaged
business. The Government will consider all comments in making its
decision regarding the proposed acquisition. The Government strongly
discourages the submission of firm brochures, qualification statements,
resumes or any other proposal type information from large businesses.
Small business concerns under SIC Code 8711 with experience/expertise
to perform the effort required under this solicitation should submit a
statement of its qualification/experience. Statements of
qualifications/experience are limited to a maximum of five (5) pages.
In addition, small business concerns are encouraged to show evidence of
their ability to perform as a Prime Contractor or form teaming
arrangements that will meet the small business regulations and fulfill
the requirements of the proposed acquisition. Based on responses to
this inquiry and an analysis thereof, a small business determination
will be made. All inquiries and comments will be taken into
consideration; however, the Government will not respond to inquiries
regarding this notice. All comments are due by close of business August
