amendment 0004 to Request for Quotation (RFQ)MDA908-99-Q-0161 issued as
a combined synopsis/solicitation on 29 June 1999. Companies must
acknowledge this and all future amendments in their quotation. This
notice serves as the official amendment to the aforementioned RFQ. A
written amendment will not be issued. (2) The purpose of this amendment
is to provide for the inclusion of performance option periods and to
extend the cut-off date for receipt of quotations. (3) The resulting
contract will include three (3) option periods as follows: 1 January
2000 to 31 December 2000, 1 January 2001 to 31 December 2001, and 1
January 2002 to 31 December 2002. (4) The clause at FAR 52. 217-9
Option to Extend the Term of the Contract (MAR 1989) is hereby
incorporated, the text of which follows: (a) The Government may extend
the term of this contract by written notice to the Contractor within
30 days; provided, that the Government shall give the Contractor a
prelimary written notice of its intent to extend at least 60 days
before the contract expires. The preliminary notice does not commit the
Government to an extension. (b) If the Government exercises this
option, the extended contract shall be considered to include this
option provision. (c) The total duration of this contract, including
the exercise of any options under this clause, shall not exceed 41
months. (5) The cut-off date for submission of quotations is extended
to 26 July 1999, 12 noon (EST). (6) Answers to questions about this
solicitation are as follows: (a) What type of contract is this to be
(Firm-Fixed Price or Time and Materials)? FIRM-FIXED PRICE (b) Is there
a source selection criteria other than "most advantageous to the
Government, price and othe factors considered? YES. RESEARCH DESIGN,
QUALIFICATIONS OF STAFF, AND PROVEN PERFORMANCE CAPABILITY TO DO THIS
KIND OF RESEARCH (c) In the original CBD announcement, and in
modification 0003 under Specific Tasks -- Task 2: Part II is th
following sentence: "Case studies will augment an understanding of the
motivational factors, critical capabilities and patterns of behavior
identified in earlier work. Does the phrase "earlier work" refer to
work done in Task I or is it earlier work from somewhere else? If it is
from somewhere else, will it be provided as part of the GFE? THE PHRAS
EARLIER WORK REFERS TO TO WORK DONE IN TASK I (d) Please provide
clarification of the meaning "providing breaking points from historical
trends in terrorist behavior". What is meant by "breaking points" Are
we talking chronological or other? THIS IS DEFINED AS POINTS AT WHICH
THE GROUP MOVED FROM CONVENTIONAL TO CBRN TERRORISM (e) What is the
expected size of the effort: Is it a job for four or fourteen people?
THE APPROPRIATE STAFFING LEVEL MUST BE DETERMINED BASED ON THE SCOPE OF
THE PROJECT.(f) Howmany terrorist groups are there to be focused on?
THE GOVERNMENT WILL PROVIDE A LIST OF TERRORIST GROUPS TO BE MONITORED,
AS GOVERNMENT FURNISHED DATA (g) What is the number of countries to be
focused on? ASPECIFIC NUMBER OF COUNTRIES CANNOT BE DETERMINED.(h)
Does your agency have a preference to where the awardee operates? NO
(i) Any other required travel besides the three trips to the DIAC? NO.
THE REQUIRED NUMBER OF TRIPS TO THE DIAC WILL BE NO MORE THAN THREE.
START-UP, MID-TERM, AND FINAL (j) What are the subjects of the seven
required case studies? SEE SPECIFIC TASKS, TASK 2 (k) Any proprosal
writing advice that is specific to this bid and your agency? THERE IS
NO SPECIFIC FORMAT, HOWEVER, IT IS RECOMMENDED EACH PROPOSAL INCLUDE AS
A MINIMUM THE FOLLOWING: TECHNICAL SOLUTION OR APPROACH TO THE SPECIFIC
TASKS, STAFFING WITH ACCOMPANYING RESUMES, PAST PERFORMANCE HISTORY,
PRICING/COST INFORMATION, AND COMPLETION OF THE REPRESENTATIONS AND
CERTIFICATIONS (l) Is "twice weekly" correct in regard to the reporting
requirement? YES (m) Please provide more detailed information as to
what type of report you are requesting (written, oral, teleconference,
etc.) and level of detail? REPORTS WILL BE IN WRITING. THE LEVEL OF
DETAIL SHOULD BE DETERMINED BY THE CONTRACTOR (n) Should reports be
submitted to DIA/TWC-1? YES. ALL REPORTS WILL BE SUBMITTED TO DIA/TWC-1
FOR INSPECTION AND ACCEPTANCE BY THE CONTRACTING OFFICER'S
REPRESENTATIVE (COR). (7) All other terms and conditions of RFQ
MDA908-99-Q-0161 remains unchanged and in full force and effect. Posted
