B -- ACETATE-BASED FLIGHT-LINE OVERLAYS SOL NAMA-99-N4-P-0022 DUE 080999 POC Contact Point, Gerald Luchansky, 301/713-7030, x239, or Steven Puglia, 301/713-6710, x325 National Archives and Records Administration (NARA) anticipates contracting with the Image Permanence Institute, Rochester, NY, for an assessment of the chemical condition, level of deterioration, of acetate-based aerial flight-line overlays. Contract activities shall include preparation of a sampling plan; use acid-detecting indicator strips (A-D strips)to assess the chemical stability of a random sampling of overlays; assessment of the physical condition of the overlays tested with A-D strips and identification of the type of overlay, the specific standard form and form date for each overlay tested. Contractor will provide all staff, supplies, and perform the assessment; will analyze and report the results of the A-D strip testing, assessment of physical condition, and identification of overlay and form types; and will provide recommendations for appropriate environmental storage of the acetate overlays, including anticipated life expectancy for the overlays when stored at various environmental conditions. Firms who believe they can provide required services are invited to submit an affirmative response within 15 days of the publication date of this notice; all such responses will be evaluated in order to determine the ability to meet the above stated capabilities. An affirmative response shall include literature, brochures, an other such information corresponding to the required activities which demonstrate the capabilities of the offeror.
