On July 8, 1999 the GSA Design Excellence Evaluation Panel selected the firm of Moshe Safdie from Somerville, Massachusetts as the preferred designer for the new Federal Courthouse in Springfield, Massachusetts. Thirty-two original firms submitted proposals in Stage I of the process. The field was narrowed to Seven in Stage II and the final Stage III involved three firms. Moshe Safdie was evaluated as the firm whose design vision submittal best-responded to the requirements set forth by the General Services Administration to all the firms.
