Prisons (FBOP) intends to award a single Indefinite-Quantity contract
for Architect and Engineer (A/E) Services. The professional A/E
services to be provided under this procurement shall consist of:
complete design services for select physical plant and infrastructure
repair, renovation, upgrade, and/or replacement, as identified by the
(FBOP); planning, and other professional services such as:
consultation; construction phase services; construction documents;
construction cost estimates; and other A/E services such as for the
following described efforts: design of select physical plant and
infrastructure rehabilitation, renovation, repair and/or replacement
projects for required (FBOP) Central Office programs and projects. The
base year minimum guarantee is $10,000.00 (ten thousand) and with a
maximum base year fee limitation of $1,000,000.00 (one million)
dollars. The following is a list of evaluation criteria that will be
used by the Technical Evaluation Board in order of descending
importance: 1. Experience in Federal historic preservation studies,
documentation, and renovation, restoration or rehabilitation; 2.
Experience in Federal physical plant and infrastructure evaluations and
analysis; 3. Experience in Prisons and Correctional Facilities; 4.
Experience in design of Federal physical plant and infrastructure
renovation, rehabilitation, replacement and repair projects. The design
contractor shall possess an active lead office located within the
District of Columbia. An Indefinite-Quantity Architect/Engineer type
contract is anticipated with an estimated start date of January 15,
2000, and a base year completion date of January 15, 2001, with four
(4) one-year option periods. Firms responding to this synopsis should
include the appropriate information regarding any consultants or
associates to be used and should include the identification number RFP
X00-0372 with their submitted SF-254 and SF-255 and accompanying
letter of transmittal. Submissions should be sent to the address shown
below no later than August 19, 1999, 2 p.m. local time. Solicitation
will be issued on or about August 19, 1999. This solicitation is a
non-restricted procurement. However, participation by small,
small-disadvantaged, HUBZone Small Business and small women owned
business is encouraged. The successful offeror will be required to
submit a sub-contracting plan for this procurement regarding the
utilization of small, small-disadvantaged, HUBZone Small Business, and
