A-E Selection Criteria shall include, in order of importance: (1) Previous experience in the investigation and preparation of facilities master plans and cost estimates; (2) Specialized experience and use of qualified personnel in the investigation and preparation of facilities master plans on a college or university campus, including particular experience dealing with community issues, concerns and objections and, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Organization and management, including training, education and professional background; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Directly applicable disciplines, including experience of key personnel; (6) Location in the general geographic area of the project and knowledge of the locality of the project; provided, that the applicationof this criterion leaves an appropriate number of firms, given the nature and size of this project; (7) Capability to accomplish the initial phase of the project within a 1 month period. This action is open to small and large business firms. The applicable standard industrialization classification code is 8712 and the applicable size standard is $4.0 million.
