The work in this project is to provide all labor, materials, equipment, transportation and supervision as necessary to perform inpection, testing and miscellaneous repairs to lighting protection systems at the Portsmouth Naval Shipyard, Kittery, Maine. The SIC code for this procurement is 7699, with a small business size standard of $5,000,000. This solicitation will be issued as a 100% small business set-aside. The period of performance is one calendar year with options for up to an additional two calendar years. This solicitation will be a combination of Service Contract Act and Davis Bacon Act requirements. There will be only one Davis Bacon Act wage determination included in the solicitation. Prospective offerors are advised they must include in their offered prices for the option years any increases needed for wages and fringe benefits for construction work under the Davis-Bacon bid line items of the contract. The resultant contract will include Service Contract Act, Davis-Bacon Act, and Fair Labor Standards Act labor clauses. The response date shown above is an estimated date. Once the solicitation is issued all firms requesting the solicitation will be given a copy. Bidders/Offerors interested in obtaining plans and specifications for this project must submit their request to: Officer In Charge, NAVFAC Contracts, P.O. Box 2032, Building H-29, Portsmouth Naval Shipyard, Portsmouth, NH 03804-5000. One set of plans and specifications will be sent via First Class U.S. Mail, upon availability, to those Contractors who have requested the solicitation. The number of copies of the solicitation are limited and will be furnished on a first-come first-served basis. The Defense Federal Acquisition Regulation (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised for solicitations issued after May 31, 1998, failure to registered in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the web site at http:/www.efdnorth.navfac.navy.mil or by referring to DFAR Subpart 204.73. Bidders/Offerors should submit verification of their firm's registration in the DOD CCR Database with their Bid or Proposal.
