NNSY ANNEX intends to procure on a sole source basis to Werres Corp.
for service/maintenance of two (2) each Raymond Swing Reach Forklifts
Model SA-CSR30T. Service/maintenance shall include cleaning,
lubrication, minor adjustments, repairs, safety inspections,
consultations, operational review. Contractor shall also provide
written condition reports. Contract to include in repairs all parts,
material, labor, freight and travel. Contractor shall provide
unscheduled calls. This is a combined synopsis/solicitation for
commercial services. The associated Standard Industrial classification
(SIC) is 7699 and the Small Business Size Standard is 5.09 mil. The
term of the contract will be one (1) year with options for four (4)
more years. Services shall be FOB Destination to Norfolk Naval
Shipyard, Portsmouth, VA 23709-5000. The combined synopsis/solicitation
for commercial services is prepared in accordance with the format in
FAR subpart 12.6, as supplemented with additional information included
in this notice. The announce constitutes the only solicitation;
proposals are requested, a written solicitation will not be issued. The
solicitation number is N00181-99-Q-0317 and is issued as a request for
quotation (RFQ) will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-07, Defense Acquisition Circular 91-13, Naps
97-4 and NAVSEA Procurement Policies & Guidance 98-34. The following
provisions apply to this solicitation: FAR 52.212-1, Instructions to
Offerors-Commercial Items (APR 1998); FAR 52.212-2, Evaluation
Commercial Items (APR 1998); FAR 52.212-3, Offer Representations and

Commercial Items. Offerors shall include a completed copy of the
provision at FAR 52.212-3. Norfolk Naval Shipyard's mercury free clause
applies. A copy of the clause is available upon request. Past
performance will be considered in determining the contract responsible
in accordance with FAR 9.104. The evaluation of options will be in
accordance with Options (Jul 1990) in accordance FAR 52.217.5. Other

Applicable to Defense Acquisitions of Commercial Items (MAR 1998)
applies to this solicitation; clauses incorporated by reference DFAR

252.227-7037, 252.243-7002. FAR 52.222-41 Service Contract Act of 1965,
as amended, and the regulations of the Secretary of Labor (29 CFR Part
4), this clause identifies the classes of service employees expected
to be employed under the contract and states the wages and fringe
benefits payable to each if they were employed by the contracting
agency subject to the provisions of 5 U.S.C. 5341 or 5332. THIS CLAUSE
IS FOR INFORMATION ONLY; IT IS NOT A WAGE DETERMINATION. Hourly
Compensation Employee Class Monetary Wage Fringe Benefits Heavy
Equipment Mechanic $16.22 Wage Determination 94-2544, REV (18): Date of
Last Revision: 06/03/1999, is applicable and is available to those
contractor's who will be submitting an offer. Contact Jackie Nichols at

schedule for the maintenance and place calls for service. The
contractor shall provide safety equipment, including safety glasses,
steel toe shoes, hard hats and ear plugs for use while servicing the
forklifts located inside the Norfolk Naval Shipyard Industrial Area.
The contractor and his employee shall become acquainted with and obey
all government regulations as posted at the Norfolk Naval Shipyard.

working hours Directives/References. Norfolk Naval Shipyard's technical
representative will be Established at the time of award. Norfolk Naval
Shipyard's normal working hours are 7:20 a.m. to 3:50 p.m. This
procurement is being conducted under simplified acquisition procedures.
