Requests for plans and specifications shall indicate in writing whether firm will bid as a prime contractor or a subcontractor. Unrestricted. Bidders must provide complete physical mailing address for overnight delivery, telephone and fax numbers and point of contact. Telephonic requests will not be accepted. A limited number of plans and specifications will be printed and will be available on a first come-first serve basis, until supplies are exhausted. Reprints will not be made. Specifications and drawings will not be available after the bid opening date. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. EFFECTIVE IMMEDIATELY: Presolicitation Notices will no longer be issued by the Mobile District for Projects in the Continental United States and Puerto Rico. Advertisement of Mobile District projects will be through the Commerce Business Daily and/or the Mobile District Contracting Homepage. In Ecuador, plans and specifications must be picked up at the US Embassy Courtyard in Quito, Ecuador, on August 2 and August 3, 1999 only. Site inspections by the Contractor can be arranged by contacting Mr. Kevin Szydel at the US Embassy Courtyard on the day plans and specifications are picked up. Site inspection will be conducted on August 5, 1999 only. "Prime contractors proposing under this solicitation must be U.S. Firms, Ecuador firms, or Joint Ventures between U.S. Firms and Ecuador Firms". Critical path method (Network Analysis System) is required. For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years.
