F-15 NIGHT VISION IMAGING SYSTEM (NVIS) Sources Sought. You can access

(937) 255-7927 x2506, ASC/FBAKW. The F-15 Contracting Division,
Headquarters Aeronautical Systems Center (ASC/FBAKW), Wright Patterson
Air Force Base (WPAFB), Ohio, plans to issue a Request For Proposal
for tasks to select, purchase and integrate a unique set of interior
and exterior lights and filters that transforms the existing lighting
system of the F-15 aircraft to one compatible with Night Vision Imaging
System (NVIS). The integration contractor shall be required to
recognize and describe all hardware changes to the existing F-15 power
and lighting systems necessary to combine, replace and integrate with
an NVIS compatible system. As a minimum, F-15A-E modified aircraft for
a fully functional F-15A-E lighting mockup demonstra ting the NVIS
lighting system shall be available to the USAF no later than six (6)
months after contract award for the purpose of conducting a USAF NVIS
compatibility test. Offers will be considered from any firm providing
clear and convincing evidence of its capability to meet all the
following criterion: (a) Capability to show extensive engineering
knowledge/experience on the F-15A-E wiring, lighting and
control/display subsystems; (b) Capability to show engineering
knowledge of and ability to work with the Space Allocation and
Reservation Program (SARP) database; (c) Capability to integrate and
test the NVIS compatible lighting system to be compatible with the
current electrical control/display subsystem of the F-15 A-E aircraft;
(d) Capability to conduct retrofit/modification activities; (e)
Capability to write USAF Mil-Spec Technical Orders (TOs) and make
changes to existing TOs affected by this effort; (f) Capability to use
and input data into the Logistic Support Analysis (LSA) file system;
(g) Capability to perform the design, development, integration and test
of new peculiar F-15 O-level Support Equipment; (h) Capability to
prepare, revise and submit Support Equipment Recommendation Data (SERD)
as part of appropriate Engineering Change Proposals (ECPs) to specific
F-15 O and I-level Support Equipment (SE) requirements; (i) Capability
to conduct systems engineering, project management and configuration
management for all subsystems; (j) Capability to provide all required
engineering data. Sources responding should provide information
concerning key management and program personnel with a resume of the
previous experience of NVIS lighting on fighter aircraft and evidence
of capability to perform successfully. Responses to this sources sought
synopsis must include your capabilities and experience to perform the
above described effort. This announcement is not a request for
proposal. Only responses producing adequate information will be
considered. Firms responding should indicate whether they are, or
arenot, a socially and economically disadvantaged business and whether
they are a female-owned business. Responders shall include their
assigned Commercial an d Government Entity code (i.e., Federal Supply
Code for Manufacturers, a five-digit code assigned by Commander,
Defense Logistics Service Center, Attn.: DLSC-FBA, Federal Center,
Battle Creek, MI., Reference DoD 5000.12M). In your response,
information is required as to whether your firm is considered a small
business. For this item, the general definition to be used to determine
whether your firm is small is as follows: "A small business relative to
Standard Industrial Classification (SIC) Code 3728: 'A small business
concern means a concern, including its affiliates, that is
independently owned and operated, not dominant in the field of
operation in which it is bidding on Government contracts, and with its
affiliates, the number of employees does not exceed 1000 persons.'
Concern means any business entity organization for profit with a place
of businessin the Territory of the Pacific Islands, including but not
limited to an individual, partnership, corporation, joint ventures,
association, or cooperati on." The Air Force reserves the right to
consider a small business set-aside based upon responses hereto.
Failure to provide the above data with your response to this notice may
disqualify your firm from further consideration. Information requested
herein is for planning purposes only. It does not constitute a request
for proposal and is not construed as a commitment by the government.
All responses from responsible sources will be fully considered,
however, receipt of responses will not be acknowledged. All respondents
are reminded that the government must receive all responses within 30

personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or the source selection
