Guard Research and Development Center is seeking to improve the
technologies and methods used to contain and remove floating oil from
fast-water rivers and coastal areas in currents from 3-5 knots. The
emphasis for this announcement is to improve the methods for mechanical
recovery. Multiple design and fabrication efforts will be awarded to
develop and assess promising technologies. This is a developmental
effort and the Coast Guard will not be procuring any equipment through
this work. Final products will be evaluated at the OHMSETT facility
run by the Minerals Management Service in New Jersey and will be funded
separately. Offeror should anticipate one day travel to USCG
Headquarters, Washington, DC. for a design review. In addition a
monthly letter status report will be required the 15th of each month.
The contract period of performance is estimated award date of 24 SEP 99
through 1 MAR 00. The contractor must show how the equipment will
improve oil containment and recovery at 3-5 knots. The overall effort
should be divided into a design development task and a fabrication
task. Proposals will be evaluated in accordance with the following
evaluation criteria which are listed in descending order of importance:
(1) Technical Merit: i) Soundness of Approach, ii) Use of existing
technology, (2) Past Performance of the offeror in providing similar
solutions to the government or other oil spill response organizations,
(3) Total cost and cost realism of the proposed project, (4)
Management and schedule of proposed effort. The government anticipates
awarding contracts on a Cost Plus Fixed Fee basis. However, other
contract types may be considered. It is anticipated that more than one
award will be made in the range of $40,000. Proposal length should not
exceed 12 pages. Proposal format is the choice of the offeror but
should include the following: Technical Proposal (3 copies) Background
of Equipment Methodology (including references for any tests of
similar methods and/or previously developed products), Task
Descriptions, Management Plan and Organization (including proposed
schedule, key personnel and facilities), Personnel Qualifications
(Resumes do not count for page count), Corporate Experience (including
funding amount, description of work and point of contact). Cost
Proposal (3 copies): Cost information should be broken down to
individual cost elements e.g. direct labor rate, hours, travel, G&A and
material etc. The SIC Code for this effort is identified as 8731.
