synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation N62604-99-Q-7514 is
issued as a request for quotations (RFQ). This solicitation is being
conducted under Simplifed Acquisition Procedures (SAP). This
acquisition is 100% Set Aside for Small Business. The standard
classification code is 3651, small business size standard is 750
employees. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-11
and Defense Acquisition Circular 98-08. The Naval Construction
Training Center located at Gulfport, MS has a requirement for the
furnishing of and permanent installation of audiovisual equipment. The
systems is to present computer generated data, graphics, and video,
and VHS or S-VHS based video in a training environment. Occasionally a
video presenter (document camera) may also be used with the system.
The systems must be capable of being expanded at a later date to
include other technologies. The equipment is to be installed at the
Naval Construction Training Center, Bldg. #360, Gulfport, MS. There are
approximately fifteen (15) classrooms to be converted under this
contract. The exact quantity will be determined by the funding
available and the cost per classroom; however, funds are available to
equipment a minimum of twelve (12) classrooms. Building #360 is a "T"
shaped classroom building with twenty-two (22) rooms. The rooms vary in
size from approximately 18' x 22' to approximately 25' x 28'. The walls
are concrete block. The ceiling is 2 x 4 suspended acoustical tile
panels approximately 8'-8" above the floor. The ceiling is
approximately 1'-6" below the bottom chord of the open web steel joists
supporting a low slope concrete roof system. The joists are 6'-2"on
center. The successful contractor should verify all dimensions on site.

228-871-2284. The system requirements are as follows: CLIN 0001 --
Data/video projector, ceiling mounted -- 12 EA; Minimum specifications:
SVGA data, 580 TV lines resolution, XGA compressed resolution, 700 ANSI
Lumens brightness, compatible with IBM PC or clone (computers will be
furnished by the government and are not a part of this solicitation),
3 panel LCD, 1.3" active matrix polysilicon TFT preferred, 2nd
generation DLP acceptable, full color (16 million plus) NTSC video
system, minimum 40" to 240" diagonal screen size, 200:1 contrast ratio,
power or manual zoom and focus lens, 1 watt stereo speakers, 120V/60HZ.
Inputs: 2-RGB, 15 pin HD, 1-RCA video, 1-S-video, Audio-L/R RCA jack,
stereo mini-jack, Mouse control port (Inputs listed are for standard
systems. These inputs may be on a distribution hub that connects to the
projector.); Outputs: Audio via RCA or mini-jack, RGB 15 pin HD (Same
comments as inputs); Control system (menu): Brightness, sharpness,
contrast, auto source detect, source selection, auto white level;
Wireless remote control: Standard mouse functions, Power on/off, Lamp
on/off (standby system), Volume, Menu functions, IR remote must have
screen bounce, RF remotes must not interfere with other equipment,
including projectors in others rooms; Indicators: Power, lamp life.
CLIN 0002 -- Audio Systems -- 12 EA (This item is optional and will be
required if the audio system of the projector is inadequate due to
room size or construction, number of occupants, power of system, size
or location of speakers, or any other reason, supplementary speakers
with amplifier shall be provided. "Inadequate" refers not only to
volume but also to clarity of the audio. The audio system should allow
for expansion; for example, the addition of a wireless microphone
system. CLIN 0003 -- Lectern, presentation, floor standing -- 12 EA;
Minimum characteristics: Lectern is to contain a mid- tower computer
system with 17" monitor, keyboard, and mouse and audio system, heavy
duty wood construction with medium oak wood/veneer finish, sloped top,
flush monitor mount with 1/4" tempered glass cover, vent grill above
monitor, standard locking doors and locking accessory drawer, heavy
duty side drop leaf, fixed height keyboard shelf, interior shelves as
required for VCR (government provided) and amplifier, side mounted
external electrical feed with recessed male socket, floor mounted
cooling fan. CLIN 0004 -- Installation -- 1 JO; Installation of all
equipment including a government provided computer system and VHS video
player. There is an 8' horizontal measure screen in each room.
Successful contractor shall provide all cables, distribution
amplifiers, and all other appurtences required for a complete and
operable system. The installation will include cables necessary to
connect computer to ceiling mounted projector ; however, electrical
power at the ceiling mounted projector will be provided by the
government. All exposed wiring and cabling will be in surface mounted
conduit. The price quoted for "1 JO" is to be per classroom. Delivery
of the items listed above shall be FOB Destination 60 days ARO. The
rooms are in continual use throughout the year, with the exception of
a two-week holiday period at the end of the year. Scheduling of work in
the classrooms will have to be coordinated with the Charlie Company
Commander of the Naval Construction Training Center. A storage area
will be made available to the contractor. The following solicitation
provisions are hereby incorporated by reference: FAR 52.212-1,
Instructions to Offerors-Commercial Items. There is an addendum to
paragraph (h) in this provision. Offers will be received on an all or
none basis. A single award will result from this solicitation. FAR
52.212-2, Evaluation -- Commercial Items: The government will award a
purchase order resulting from this solicitation to the responsible
offeror conforming to the solicitation that will be the best value to
the Government, considering factors will be technical capability of
offered items to meet agency requirement, price, and past performance.
The Government reserves the right to make award on the initial offer
received without discussions. The Government reserves the right to
eliminate from further consideration those proposals which are
considered non-responsive. The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items is hereby incorporated by reference. FAR
Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, is hereby incorporated
by reference. Additional clauses cited in 52.212-5 that apply to this
acquisition are: 1, 5, 7, 12, 13, 14, 15, 22, 25, and 26. The clause at
52.219-6, Notice of Total Small Business Set-Aside, also applies to
this acquisition. DFARS Clause 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items, is hereby
incorporated by reference, with additional DFAR clauses included in
this solicitation and any resultant contract, as follows: 252.204-7004
Required Contractor Registration. Additional Contract Terms and
Conditions applicable to this procurement are: Type of contract: A firm
fixed-price contract will be awarded using Simplified Acquisition
Procedures. Warranty: The contractor shall extend to the Government
full coverage of any standard commercial warranty normally offered in
a similar commercial sale. Acceptance of the warranty does not waive
the Government's rights with regard to the other terms and conditions
of the contract. In the event of a conflict, the terms and conditions
of the contract shall take precedence over the warranty. The warranty
period shall begin upon final acceptance of the items listed in the
schedule Companies wishing to respond to this solicitation should
provide this office with the following: A price quote, submitted on
your company letterhead oryour standard company quotation forms, for
the requested items showing solicitation number, unit price, extended
price, FOB, prompt payment terms, delivery time, and correct address.
OFFERS MUST BE SIGNED. Offers shall include a detailed description of
the equipment being offered and the standard commercial warranty
offered with each item. The low bidder may be required to demonstrate
the equipment on-site prior to award. Offerors are reminded to include
a completed copy of the provisions at FAR 52.212-3, Offeror
Representations and Certifications -Commercial Items, as well as DFARS
252.212-7000, Offeror Representations and Certifications -Commercial
Items, and with their offers. Those companies not in possession of the
provisions in full text may contact this office and a copy will be
faxed to you. Each offer shall include their Dun & Bradstreet Code and
their Commercial and Government Entity (CAGE) Code. All questions
concerning this RFQ must be submitted in writing, no telephonic
responses will be processed. Questions should be faxed to Charlene

AUG 1999 2:00 p.m. to Contracting Officer (Code 520), 5200 CBC 2nd

228-871-3212/2691. No oral quotations will be accepted. All responsible
sources may submit a quotation which shall be considered. See Note 1.
