The United States Marine Corps has a requirement for a commercially
available, lightweight, one piece, Anti-Exposure Suit (AES) to provide
protection for Raid and Reconnaissance Marines involved in
Over-the-Horizon (OTH) boat operations. The AES shall enhance
survivability and combat effectiveness during prolonged exposure to wet
and cold conditions, and shall be worn over the operational uniform.
The AES shall utilize water resistant/waterproof zippers for entry,
bladder relief and venting capability. It shall have adjustable
closures at the neck, wrist and ankles allowing for wear with standard
military foot and headwear and provide cargo thigh utility pocket with
reach through capability to key utility military uniform pockets. The
AES shall provide visual signature, near infrared, noise and thermal
reduction signature. This acquisition is being conducted in accordance
with Federal Acquisition Regulation (FAR) Part 12 -- Acquisition of
Commercial Items. The Government anticipates that this acquisition will
result in a single award of a Firm-Fixed-Price/Requirements Contract,
utilizing the best value concept, consisting of one 20-month ordering
period with an estimated quantity of 3,000 items. This acquisition is
a 100 percent small business set-aside. Offerors will be required to
submit a Product Demonstration Model (PDM) with their proposal, which
will be subjected to in-house testing and will not be returned to the
Offeror. Once the initial evaluation is completed and if award is not
made without discussions, Offerors determined to be in the competitive
range will be issued a purchase order for up to 30 AESs, which will be
subjected to an approximate 2-month field evaluation. Upon completion
of the field evaluation and discussions, if necessary, contract award
will be made to the firm that offers the best overall value to the
Government. In accordance with FAR Part 5.102(a)(7) all documents
(Solicitation, Amendments, Requirement Document, etc.) associated with
this acquisition will be released via the AMC Acquisition Center --
Natick On-Line Homepage. No hard copies will be provided. The
requirements document will be available on or about July 23, 1999 and
the Request For Proposal (RFP) will be available on or about August 15,
1999 with a closing date of September 15, 1999. Firms will not be
reimbursed for any costs associated proposal preparation or the PDM.
The applicable Standard Industrial Classification (SIC) for this
