the notice published in the printed CBD on July 14, 1999. This synopsis
is a presolicitation notice and provides information for ordering the
solicitation (request for proposals). Firms who responded to the July
14, 1999 notice should still request a copy of the solicitation, to
ensure timely receipt. A group of stakeholders with interest in the San
Joaquin River, including the Natural Resources Defense Council (NRDC),
the U.S. Bureau of Reclamation (BR), Friant Water Users Authority
(FWUA), Pacific Coast Federation of Fishermen's Associations (PCFFA),
the San Joaquin River Exchange Contractors (SJREC) and the U.S. Fish
and Wildlife Service (USFWS) are engaged in consensus discussions about
mutually acceptable restoration activities on the San Joaquin River.
These groups have agreed to work towards restoration of the degraded
riparian corridor along the mainstem of the San Joaquin River from
Friant Dam to the confluence with the Merced River -- a distance of
over 150 river miles. The stakeholders created the San Joaquin River
Riparian Habitat Restoration Program (SJRRHRP) to manage the overall
project. Based on extensive technical background studies that have been
completed, the program is now ready to further refine a vision for
riparian restoration and to develop and implement the restoration plan,
including completion of any additional technical studies. Public
participation and outreach in the vision and goal development must be
part of the planning process. The Bureau of Reclamation is requesting
proposals to develop an Implementation Strategy and an Implementation
Plan for Riparian Habitat Restoration along this 150 mile stretch of
the San Joaquin River. Proposals submitted in response to the
forthcoming solicitation should reflect the primary goal of riparian
habitat restoration while integrating recreations, flood management,
wildlife benefits and issues, economics, etc. These requirements and
other evaluation criteria will be fully described in the forthcoming
solicitation It is anticipated that the contract will be awarded in
late September 1999, with work beginning immediately. The estimated
amount of this procurement is between $100,000 and $500,000.00.
Technical proposals must be submitted and will be evaluated in addition
to prices. The solicitation is scheduled to be issued on August 4,
