with interest in the San Joaquin River, including the U.S. Bureau of
Reclamation (BR), the Natural Resources Defense Council (NRDC), Friant
Water Users Authority (FWUA), Pacific Coast Federation of Fishermen's
Associations (PCFFA), the San Joaquin River Exchange Contractors
(SJREC) and the U.S. Fish and Wildlife Service (USFWS) are engaged in
consensus discussions about mutually acceptable restoration activities
on the San Joaquin River. These groups have agreed to work towards
restoration of the degraded riparian corridor along the mainstem of the
San Joaquin River from Friant Dam to the confluence with the Merced
River -- a distance of over 150 river miles. The stakeholders created
the San Joaquin River Riparian Habitat Restoration Program (SJRRHRP) to
manage the overall project. This project involves development of a
Groundwater Model integrated with existing surface water models along
this 150 mile stretch of the San Joaquin River, which has been divided
into five distinct reaches based on the hydrology and development
along the river. The overall goal of the effort is to provide a model
that will aid the SJRRHRP in further identification and prioritization
of opportunities to sustain native riparian vegetation and provide
information regarding how much surface flow will be needed to sustain
plants along a given reach. Project stakeholders and interested public
will be closely involved in development of the model. It is
anticipated that the contract will be awarded in late September 1999,
with work beginning immediately. The estimated amount of this
procurement is between $100,000 and $500,000.00. Technical proposals
must be submitted and will be evaluated in addition to prices.
Proposals must reflect experience and success in building accurate
groundwater models integrated with surface water models in highly
complex systems. Proposals will include a specific task breakdown
showing how the model development will be phased. These requirements
and other evaluation criteria will be fully described in the
forthcoming solicitation. The solicitation is scheduled to be issued on
