(202) 205-5466. The U.S. Information Agency (USIA) intends to negotiate
a non-competitive contract with Lysis, S.A. located in Lausanne,
Switzerland, to provide and install a hardware interface and suite of
software applications to control and manage the Voice of America's
(VOA's) in-house audio distribution router. It is required that the
subject Selector Router control system interface seamlessly with the
NVision 9303/9304 hardware control panels and database of the existing
VOA Master Control routing switcher control system. The latter system
was developed, delivered, and installed by Lysis, S.A. The
configuration management applications (including automatic loading of
mnemonics into control panels) and alarm/status monitoring must be
identical to those features in the existing control system in order to
maximize Master Control operational consistency and minimize system
supervision error and training expense. Based on FAR Subpart 6.302-1
"Only One Responsible Source and No Other Supplies or Services will
Satisfy Agency Requirements", no source other than Lysis, S.A., can
satisfy the Agency's requirement without substantial development
efforts which would unnecessarily increase acquisition costs. Period of
Performance: 285 days after contract award. See Numbered Note 22.
