The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the ADP Acquisitions Branch, Program Support Center (PSC), intends to award a six (6) month sole source simplified acquisition to Pareto Solutions, West Palm Beach, Florida. The purpose of this simplified acquisition is to produce a calculation of the monetary costs to the Managed Care Organizations and to the enrollees to add the specific recommended interventions, identified in the previous CMHS contact, as a covered service. Estimations should be provided for various managed care organizations sizes, enrollment mixes (public -- Medicaid and Medicare, as well as privately insured), and contractual arrangements, if relevant to costs (such as carve out versus staff model HMO). Projections will necessitate identifying type of provider and time interval to deliver the intervention, the age range of probable user; percentage of users who would use available service used ("penetrationrate"), and duration of treatment for interventions (one-shot versus a span of weeks). The final product shall be a report that will contain an executive summary, an overview of the findings; a description of the model and how it works; and a description of the likely range of costs for each intervention.
