crunnebaum@usaid.gov. USAID/Kampala is seeking a well-qualified person
to serve under a two-year contract with the possibility of a renewal
at Government option subject to the availability of funds, need for
service and demonstrated performance. The individual will be hired
under a Personal Services Contract (PSC) and will work under the
supervision of the Deputy Mission Director. An overview of the position
is provided below. Interested candidates should review the minimum
qualifications and other information contained in Paragraph A, B and C
and submit applications using Standard Form 171 or OF612 supplemented
by a detailed curriculum vitae (C.V.). The CV should provide details
of relevant experience. The position will be available as of September
1, 1999. Overview: The RD Specialist will be the principal advisor and
program manager for the Mission on all matters pertaining to a)
implementing the Northern Uganda Special Objective, b) coordinating
activities funded by the Greater Horn for Africa initiative (with the
exception of water hyacinth), and c) coordinating disaster relief
activities such as OFDA. As such, the RD Specialist will be responsible
for planning, designing, and implementing programs in these three broad
areas. Approximately 80 percent of the time will be dedicated to
implementing the northern Uganda Special Objective. The RD Specialist
will ensure that all programs under his/her purview are executed in a
timely manner and meet the objectives of the Special Objective. He/she
will ensure that accurate monitoring and regular reporting of results
are performed and integrated into the reporting requirements of the
Mission. As an independent Special Objective Team Leader, the RD
Specialist will report to the USAID Uganda Deputy Mission Director. A.
QUALIFICATIONS: 1. General: Must be willing to reside in Uganda for a
minimum of twenty-four months, with possibility of an extension(s) at
Government option, depending on Mission needs and availability of
funds. 2. Education: Masters Degree in technical field related to
international development, preferably in an area helpful to
responsibilities as defined above. 3. Prior Work Experience: a) Broad
professional experience working in international development in
developing countries, preferably in Africa and in the context of
managing responsibilities similar to those defined above; b) Experience
with USAID management systems with capability to manage for results and
implement policies and procedures in accordance with established
regulations and managing USAID projects would be an added advantage; c)
A comprehensive understanding of relief to development issues and
technical interventions that achieve results in societies where
poverty, civil strife and lack of social and economic infrastructure
constrain development. 4. Language Proficiency: Fluency in English is
required. 5. Required Skills: a) Strong in interpersonal skills,
demonstrated experience and ability to effectively supervise and work
in teams, clear and concise writing skills necessary to meet tight
deadlines with effective reports and logical analyses essential; b)
Demonstrated ability to work collaboratively with a broad range of
professional counterparts at all levels, including those from host
country governmental and non-government organizations, in USAID
Missions, other U. S. Government agencies, and other donors; c)
Computer literate in word processing, either WordPerfect or Word 6.0
and basic spread sheet programs. Demonstrated ability to prepare
complex correspondence and reports with minimum office support. B.
SELECTION CRITERIA: Education: 15 points, MBA or equivalent:
Experience: Related professional experience, 10 points; Project
management -- General, 10 points -- In Sub-Saharan/Great Lakes 10
points -- Great Horn of Africa, USAID Work 10 points Formal
knowledge/experience in International development 10 points,
Management/Supervisory skills 10 points, Language: Complete English
fluency 10 points. Knowledge: 15 points, Computer/Writing Skills,
Interpersonal/Communication/Teamwork. C. COMPENSATION -- The term of
the contract will be for an initial two-year period. The Government may
extend the term of this contract by written notice to the Contractor,
provided that the Government shall give the contractor a preliminary
notice of its intent to extend at least fifteen (15) days before the
contract expires. This preliminary notice does not commit the
Government to an extension. The contract extension will be effected
through a contract modification signed by both parties to the contract.
If the Government exercises this option, the extended contract shall be
considered to include this option provision. The total duration of this
contract, including extensions under this option clause, shall not
exceed five (5) years. The position has been classified at an U.S.
Government GS-13 level ($53,793 -- $69,930). The actual salary of the
successful candidate will be negotiated within that range depending on
