accordance with Federal Acquisition Regulations (FAR) Part 12,
Commercial Items, and FAR Part 13.5. The Government is not required to
establish a competitive range, conduct discussions, nor request final
revisions. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation may also be viewed at the MSC Web site
(http://msc.navy.mil/N10/trans.htm). A. MSC PM2P requests proposals for
a U.S. flag vessel as described below. This synopsis/solicitation
incorporates by reference MSC SPECIALTIME 98 (rev. 5/99). Copies of the
updated proforma may be downloaded from the MSC Web site
(http://msc.navy.mil/N10/library.htm) or may be obtained by calling
Kevin Spillane at (202) 685-5776. Proposals must be received prior to
1400 hours, Washington DC time, Friday, 23 July 1999. Proposals may be
submitted via fax to (202) 685-5225 or by mail to the following

20398-5540 B. General: One U.S. flag vessel is required to support
RDT&E requirements including ROV recovery, object placement and
recovery and other underway support services to submarines. Period of
performance is four days commencing 27 July 99 with a Government option
for an additional, non-contiguous 17-day period commencing 08 Aug 99.
Area of operation is U.S. East Coast out of Norfolk, VA. C. Vessel
requirements: a. Clear open deck space: Minimum 25 ft. by 20 ft. b.
Minimum endurance: 16 days. c. Minimum transit speed: 8 knots. d.
Minimum range: 125 nm. e. Deck equipment: One crane located aft with a
minimum reach of 10 ft. and a minimum working capacity of 2500 lb. f.
Accommodations: Vessel must be capable of feeding and berthing a
minimum of six Government personnel. Cafeteria-style feeding is
acceptable. g. Stationkeeping: Vessel must be able to operate and
remain on station in winds up to and including 25 knots and in seas up
to and including 8 feet. h. Power: The vessel must be capable of
providing 50 amp 120VAC power to Government-Furnished Equipment (GFE)
winch. i. GFE: The vessel must be capable of accommodating GFE as
described below. j. Communications: The vessel must be equipped with
standard marine radio. k. The vessel must provide its own fuel. D.
Government-Furnished Equipment/Services: a. The Government will provide
one winch/capstan assembly (6 ft. x 6 ft. x 5 ft., weighing
approximately 2000 lb.) Government will install and remove the
winch/capstan on the aft section of the vessel. b. The Government will
provide hand-held GPS units. c. The Government will provide berth and
port services. d. The Government will provide one Boston Whaler and
one Zodiac/Avon with motor (to be operated by Government personnel). E.
Estimated operating scenario: a. Percent time underway (transit): 9% at
8-12 knots. b. Percent time underway (slow speed): 36% at 3-5 knots. c.
Percent time in port: 55% F. Laydays: 28-29 July 99. G.
Delivery/redelivery: Norfolk, Va. H. Period of charter: About 4 days
commencing 29 July 99 with the Government's option for an additional
non-contiguous period of about 17 days commencing 08 Aug 99, declarable
by 05 Aug 99. I. The sections, provisions, clauses, and conditions of
MSC SPECIALTIME 98 (rev 5/99) apply including but not limited to:
52.212-1, Instructions to Offerors -- Commercial; 52.212-4, Contract
Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items. See MSC SPECIALTIME 98 (rev 5/99) for applicable
clauses of 52.212-5. Offerors shall include a completed copy of the
provision at 52.212-3, Offeror Representations and Certifications --
Commercial Items within its offer. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-45. The following changes are made to MSC
SPECIALTIME 98 (rev 5/99): 1. Section XI is deleted and replaced with
the following: XI. FAR 52.212-2 EVALUATION -- COMMERCIAL ITEMS (JAN
1999) (a) The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation represents the lowest overall cost to the Government. Past
performance will be evaluated on a Pass/Fail basis. Technical and past
performance, when combined, are significantly less important than
price. Offerors are requested to include as part of any proposal a
summary of recent similar commercial and/or Government work with
appropriate points of contact. Options. The Government will evaluate
offers for award purposes by adding the total price for all options to
the total price for the basic requirement. The Government may
determine that an offer is unacceptable if the option prices are
significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option. 2. Add the following Clause:
