base bid includes Bldg. Nos. 1,3, 6, 8, & 126. (2) Work also includes
demolish, remove, replace or repair sidewalks, curbs & gutters, asphalt
paving in parking lots & streets within the Headquarters & residential
compound. (3) Deductive bid alternates, in descending order 1-6
consist of: 1) delete installation of roadway pavement at Bldg. No. 5;
2) gypcrete leveling slab at Bldg. No. 3; 3) asphalt overlay in
residential area; 4) site grading/demolition at administration area
(includes only site grading/demolition at administration area, Bldg.
No. 3; 5) part of the base bid -- base bid must include replacement of
mortar joints in stonework to secure roof flashing; and 6) replace 91
fan coil units at Bldg. No. 3. (4) The site is located at Window Rock,
Apache County, Arizona, within the boundaries of the Navajo Nation,
approximately 25 miles northwest of Gallup, NM. (5) The construction
price range is between $1,000,000 & $5,000,000. (6) Awardof any
contract resulting from this solicitation shall be subject to Section
(7)(b) of Pub. L. 93-638 (25 U.S.C. 450 (e)) and 41 C.F.R. 1452.226-71
which require that preference in subcontracting be given to
Indian/Alaska Native firms. Consistent with these authorities, bidders
shall advertise & solicit subcontractors & suppliers from the Tribe(s)
on or near the reservation(s) for which the contract will be performed.
Potential awardee shall be required to submit its plan to implement
Section (7)(b) when requested by the Contracting Officer. Failure by
the bidder to submit its plan when required and implement same after
award shall be sufficient reason for non-award of a contract or
terminationn of award for default. (7) This procurement is subject to
the Small Business Competitiveness Demonstration Program. (8) The
performance period for this procurement is 270 calendar days after
notice to proceed. (9) Bid documents will be available after August 23,
1999, at a cost of $100 per set, non-refundable, and payable in advance
