all business concerns will be accepted for the Natchez Trace Parkway
Project NPS-NATR 3P3, in Madison County, Mississippi. The project
consists of the reconstruction of 1.6 kilometers of the Natchez Trace
Parkway, from Interstate 55 (I-55) to US Route 51; drainage
improvements within Purple Creek; the construction of a new Parkway
overpass; and the reconstruction of the I-55 connector ramps. The
project work includes bridge construction, box culvert replacement,
asphalt removal, roadway excavation, placement of aggregate base and
hot asphalt concrete material, construction traffic control, and other
miscellaneous work. Principal items of work and approximate quantities
are as follows: Silt fence: 3,000 m; Clearing and grubbing: 5 ha;
Removal of asphalt pavement: 10,500 m2; Embankment construction:
126,000 m3; Structure excavation: 560 m3; Subgrade stabilization with
lime: 16,100 m2; Riprap: 1,700 tons; Aggregate base, 250mm depth:
17,500 m2 ; Asphalt base: 4,100 tons; Asphalt surface: 2,500 tons;
Precast prestressed piles: 805 m; Structural concrete: 660 m3;
Reinforced concrete box culvert: 70 m; Turf establishment: 5 ha. The
project is expected to fall within the price range of $5,000,000 to
$10,000,000. Invitation for Bids No. DTFH71-99-B-00013 will be issued
on or about August 5, 1999. Plans, proposal and contract booklets,
standard specifications, and other bid documents, will be available on
or after the issuance date, from the Federal Highway Administration,
Eastern Federal Lands Highway Division, 21400 Ridgetop Circle,
Sterling, Virginia 20166-6511, telephone: 800-892-8776, at no charge to
bidders, subcontractors, and suppliers. Please call to verify
availability of the bid documents. All requests for bid documents and
planholder's lists will be mailed first class. It is strongly
recommended that all requests for bid documents and planholder's lists
be received 7 calendar days before bid opening to ensure receipt of
requested materials. Requests for 'faxing' or overnight mailing will
not be accepted. Bids will be opened on or about September 7, 1999, at
2:00 pm, local time, at the address listed above. The following
applies to Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has bonding programs to assist
minority, women-owned and disadvantaged business enterprises in
acquiring short-term capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 to provide accounts receivable financing. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1,000,000 per contract. DOT provides an 80 percent
guaranty on the bond amount to a surety against losses. For further
