susan.benik@dtra.mil. The Defense Threat Reduction Agency (DTRA) is
seeking contractors with the capability to analyze, plan, develop,
integrate, manage, and ensure successful completion of the SS-18 Silo
Elimination Primer Project (Primer Project). This contract is a primer
project for the larger Integrated SS-18/SS-19/SS-17/SS-24 Rail
ML/SS-25 Road ML Project (Integrated Project), Reference
DTRA01-99-R-0020; therefore the period of performance will be from
contract award until 12 months after contract award for the Integrated
Project contract. The Primer Project contractor will have full
responsibility for and must have the capability to develop, plan, and
execute all aspects of a project to eliminate six Russian SS-18 Silos
and their Launch Control Center (LCC) in accordance with START I
requirements by Aug 2000 and dismantle and restore the Silo/LCC sites.
The six Silos are located at one missile base. In addition the Primer
Project contractor, as an associate contractor, shall assist the
Integrated Project contractor to develop, plan, and execute all aspects
of a subproject to eliminate up to 24 Russian SS-18 Silos and their
LCCs at two missile bases in accordance with START I requirements by
Aug 2001 and dismantle and restore the Silo/LCC sites. Due to missile
technology proliferation concerns, work on this procurement is
restricted to US, Russian, and Ukrainian firms. This acquisition will
be accomplished on a "fast track" and will employ novel acquisition
streamlining methods: For example, the RFP will be released 30 days
from the date of this CBD announcement, proposals shall be due 30 days
from the date of RFP release, management proposals shall be no more
than 29 pages, oral presentations shall be part of the proposal, and
contract award will be on initial offers with no discussions. All
