labor, materials, equipment, transportation and supervision required to
make renovations to USCG Station Rochester, NY. This project was
previously advertised as DTCG83-98-B-3WF320 and was earlier advertised
under this same (DTCG83-99-B-3WF052) solicitation number. All
prospective bidders who previously submitted a request accompanied with
the fee do not need to request the package again. These bidders are
automatically on the new Bidder's List for this project. Work includes
but is not limited to: Base Bid: Minor Renovation work in Station
Building, renovation of the galley and installation of central A/C. The
mechanical and electrical systems in both buildings shall be upgraded.
Boathouse renovation work shall include storage for the Station's
rigid hull inflatable boat and combination locker/wet rooms with
showers. Work shall also include lead based paint encapsulation and
removal in both buildings; removal and disposal of asbestos containing
floor tile, tile adhesive and pipe insulationin the Station Bldg.
Removal and disposal of asbestos containing transite panels in the
boathouse. Existing fuel tanks shall be replaced with new. Provide and
install temporary trailers. Unit Item 1: Replace damaged roof
sheathing on Station Bldg. (Based on 100 SF of roof sheathing.) Unit
Item 2: Replace damaged roof sheathing on boathouse. (Based on 50 sf of
roof sheathing.) and Unit Item 3: Implement dewatering system prior to
excavating below groundwater surface and maintain groundwater a
minimum of 2 feet below bottom of all required excavations. (Potable
water line, sanitary sewer line and other indicated below grade work.)
Basis for dewatering shall be groundwater at elevation 495.0 feet. The
SIC Code is 1542. The estimated range is between $500K -- $1M.
Performance Period is 365 DANTP. Solicitation packages should be
available o/a 8/2/99. The Bid Opening date will be o/a 9/08/99. A Bid
Bond is required. This procurement is open to both large and small
businesses in accordance with the Small Business Demonstration Act.
However, FAR Clause 52.219-23 Notice of Price Adjustment for Small
Disadvantaged Business Concerns and 52.219-4 Notice of Price Evaluation
for HUBZone Small Business Concerns may be applicable (This clause
allows a price adjustment factor for small disadvantaged business
concerns. SIC Codes and their appropriate regions for the SDB
adjustments can be found at
www.arnet.gov/References/sdbadjustments.htm.) All requests for the
solicitation shall be made in writing to ATTN: Pam/052. There is a
$50.00 non-refundable fee required. Payment shall be made to the "U.S.
Coast Guard." The firms mailing address shall be in the text of the
