5.203(a), notice is hereby provided that upon receiving written
approval, the Electronic Combat Development Systems Manager (ASC/SMN)
intends to award a sole-source contract to Alloy Surfaces Company,
Inc.; 121 North Commerce Drive; Chester Township, PA 19014 for FYs 99
and 00 production of MJU-50/B and MJU-51/B Advanced Infrared
Countermeasure Flares. The MJU-50/B infrared countermeasure flare is a
1"" x 1"" x 8"" expendable containing pyrophoric special material,
which, when dispensed, reacts with air generating infrared energy to
decoy surface-to-air and air-to-air missiles. The MJU-51/B infrared
countermeasure flare is a 1"" x 2"" x 8"" expendable containing
pyrophoric special material. Both of these flares must be compatible
with the ALE-40, ALE-45 and ALE-47 dispenser systems. Alloy Surfaces'
special materials used in these flares are the only materials that meet
the necessary effectiveness requirements. Alloy Surfaces holds patents
on these materials and processes and is the only company that can
manufacture them. The production of these flares requires a substantial
initial investment and an extended period of preparation for
manufacture. The FY 99 procurement will acquire approximately 73,000
MJU-50/B flares, with an FY00 option for approximately 75,000 MJU-50/B
flares or approximately 35,000 MJU-51/B flares. The contractual period
of performance is expected to run from approximately Aug 99 through Sep
01. THIS SYNOPSIS IS FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST
FOR PROPOSALS. An Ombudsman has been appointed to address concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. To address concerns only, interested parties are
