DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-022-4384-99 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 97-09. The standard industrial classification code is 3821. This solicitation is issued on an unrestricted basis. Application of instrument: Near infrared reflectance-transmittance continuous scanning spectrophotometer for determination of phosphorus content in ground sugarcane tissue and juice extracted from sugarcane stalks (see specifications below). 1.160 mini-sample cups and holders to contain ground sugarcane tissue samples. 2 Suitable containers for liquid samples. 3.Sealed plant standard in a mini-sample cup. 4.Computer to control NIR (see specifications below). 5.Uninterruptable power supply (see specifications below). 6.Software to communicate between computer and NIR and to calculate regression equations for sample analysis (see further specifications below). 7.Training on general use of NIR system to include subjects such as use of software, calibration, and routine maintenance. 8.One year warranty with 72 hour service during warranty period. 9.On-site installation at USDA-ARS Sugarcane Field Station in Canal Point, FL. 10.Any deviations from specifications must be noted by bidder. Instrument Specifications 1.Grating spectrophotometer with a scanning monochromator capable of identifying wavelengths from 400 to 2500 nm at 2 nm increments. 2.Photometric range of 3.0A. 3.Working range of 4.0A. 4.Typical noise at 0.0 absorbance 1300-1700 nm; < 14 A 1700-2400 nm; < 20 A. 5.Scan Speed of at least 1.8 scans per second. 6.Detectors: 7.Lead sulfide at 1100-2500 nm 8.Silicon at 400-1100 nm. 9.Wavelength accuracy Based on instrument-to-instrument repeatability: 0.15 nm Based on currently accepted wavelength standards: 0.30 nm. 10.Instrument wavelength precision Short and long term: 0.01 nm. 11.Linearity: 1% of reading. 12.Stray light of less than 0.1% at 2300 nm. 13.Spectral bandwith: 10 nm plus or minus 1 nm in reflectance. 8.5 nm plus or minus 1 nm in transmission. 14Operating temperature of 15-32 degrees Celsius. 15.Spinning sample module that physically rotates coarse-ground samples. 16.Suitable accessories to handle liquid samples. 17.Standard power reflectance cells. 18.Forage/grain sealed reference sample holder. 19.Appropriate RS-232 ports or other widely used method to connect to and be controlled by an IBM or IBM compatible computer. 20.Continuous scanning without physical or internal changes. 21.Internal standardization for each sample analyzed. 22.Standardized to a standard master monochromator. 23.Modular in design. 24.Capable of upgrading to a fiber-optic probe with up to 1 km cable length. 25.Must be capable of responding with both reflectance and "true" transmission based on a keystroke from the controlling computer. Computer At least 500 MHz with Pentium III processor, at least 10 gigabyte hard drive, at least 128 meg ram, at least 2 com ports and 1 printer port, 1 floppy drive and 1 zip drive, and at least 17" color monitor. All other components such as keyboard, mouse, etc. should be as generally are standard with the Pentium III processor. 1.Color inkjet printer capable of at least 600 dpi resolution. Software 1.Calibration development for open and closed sample populations of samples collected. 2.Able to convert reflectance spectra to log 1/R and calculate first, second, third, and fourth derivatives. 3.Software compatible to Windows 98 to make calibrations in MLR, PLS, and single wavelengths, calculate Mahalanoma numbers (H statistic), perform calibrations on the fly. Uninterruptable Power Supply Capable of maintaining constant power to the NIR and computer for at least 15 minutes when electrical power is interrupted. 1.Capable of protecting NIR and computer to damage from power surges. Delivery is required within 8 weeks ARO. Delivery is FOB Destination to USDA, ARS, Canal Point. Descriptive literature showing the quoted item meets or exceeds all specifications included herein must accompany the quotation. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The contracting officer will make award based on price and price-related factors. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror/Representations and Certifications-Commercial Items, with its proposal. Far 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items, applies to this acquisition. The following FAR clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6; 52.203-10, 52.219-8; 52.222-26; 52.222-35, 52.222-36, 52.222-37; 52.225-3; 52.222-18; 52.225-21. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response.
