Sought/Request for Information (RFI) for the Advanced Threat Emitter
System (ATES) OO-ALC is requesting information from interested industry
parties about a potential requirement for the Advanced Threat Emitter
System (ATES). ATES will provide dispersed threat signals to Combat Air
Force (CAF) aircrews during simulated penetrations of hostile airspace
for surveillance and bombing runs, for the purpose of aircrew tactics
and Electronic Combat (EC) training. This RFI is open to all U. S. and
Foreign companies. ATES will simulate surface-to-air missiles (SAMs),
anti-aircraft artillery (AAA), and man portable air defense (MANPAD)
threats. ATES remote emitter units (REUs) will use an automatic
tracking capability to acquire an aircraft and execute ATES
computer-controlled, user re-programmable threat scenarios. ATES will
be deployed at improved and unimproved sites. ATES will complement
existing threat simulators deployed on test and training ranges by
emulating signals, which simulate the latest and more advanced
former-Soviet, and Blue/Gray air defense threat radars, which are
beyond the capability of existing threatsimulation systems. ATES will
also replace numerous existing manned threat simulators currently used
on USAF training ranges. Associated Command and Control (C2)
communication signals should be simulated for each threat system. ATES
must be reliable, mobile, affordable, adjustable to changing emitter
capabilities, reprogrammable, and easily operated/maintained. Salient
features of ATES include: (1) remote/untethered operations; (2)
enhanced aircrew feedback; (3) improved mission debriefing
capabilities; (4) integration into Air Combat Training Systems (ACTS)
training scenarios, including an interface with various ACTS datalinks;
(5) unmanned remote operational control of multiple pedestals
simultaneously. Your response to this RFI should describe your
technical approach for the implementation of the ATES. Your response
should include a description of your past experience with EW training
systems and identify any major cost, schedule, and risk drivers
associated with your technical approach. The Air Force is currently in
the concept exploration phase of this weapons system acquisition. The
precise number of systems and schedule is currently unknown. Any cost
information provided in response to this RFI will not be binding. The
government does not intend to award a contract on the basis of the
request or to otherwise pay for the information requested except as an
allowable cost under other contracts as provided in FAR 31.205-18, Bid
and Proposal Costs. It is anticipated that all information received in
response to this RFI will be unclassified. All data received in
response to this RFI marked or designated as corporate or proprietary
information will be fully protected from release outside the
Government. Respondents will not be notified of the results of the
Government s review of their responses. Interested parties must respond
