COMMERCE BUSINESS DAILY ISSUE OF JULY 22,1999 PSA#2393Dahlgren Division, Naval Surface Warfare Center, 17320 Dahlgren Road,
Dahlgren, VA 22448-5100 A -- RESEARCH AND DEVELOPMENT BROAD AGENCY ANNOUNCEMENT FOR
NONMAGNETIC AZIMUTH SENSING TECHNOLOGY SOL N00178-99-Q-1030 DUE 093099
POC Janice S. Williams, Contract Specialist, Code SD118, (540)653-7478
WEB: NSWCDD Dahlgren Laboratory Procurement Division Web,
http://www.nswc.navy.mil/supply. E-MAIL: Contract Specialist for
N00178-99-Q-1030, williamsjs@nswc.navy.mil. The Naval Surface Warfare
Center, Dahlgren Division (NSWCDD), in collaboration with the Marine
Corps Systems Command (MARCORSYSCOM), is soliciting research and
development "white papers" addressing concept areas related to
nonmagnetic azimuth sensing technology. Highly accurate azimuth sensor
technology is desired for a variety of USMC requirements e.g., USMC
fire support teams routinely determine target coordinates from remote
locations. The greatest source of error in these coordinates is azimuth
angle. Magnetic compasses provide a low cost, low power solution, but
lack the accuracy required for precision direction of munitions.
Systems, which use GPS to determine azimuth, do not perform when GPS is
blocked or when the device is under cover or indoors. The technology
needed is a small, lightweight, low power, low cost gyrocompass that
has as a design goal an azimuth accuracy better than 0.5 degrees within
a settling time of 60 seconds. This device will be required to operate
at latitudes between the Artic Circles. At the limits of latitude, a
reasonable amount of additional settling time is acceptable. This
device is to be deployed on man-portable systems, such as tripods or
hand-held optical systems. Offerors shall submit a white paper
summarizing each proposed concept, and a Rough Order of Magnitude
estimate. White papers shall be submitted in original and three copies
to the Dahlgren Division, Naval Surface Warfare Center, Attn:
SD118/Bldg 183/Room 102, 17320 Dahlgren Road, Dahlgren, Virginia
22448-5100. White papers, proposals, and all related correspondence
should reference BAA Number N00178-99-Q-1030. If desired, multiple
white papers addressing different areas or concepts of research and
development may be submitted. Each white paper shall state how the
proposed effort relates to the objectives of this BAA, will increase
scientific knowledge, advance the state of the art, and determine and
exploit the potential scientific discoveries or improvements in
technology, materials, processes, methods, devices, or techniques.
Offerors will be requested to submit in-depth proposal(s) should
NSWCDD/USMC deem the white paper of scientific and technical merit. The
offeror shall demonstrate an understanding of the research effort
proposed and support the experience and qualifications of the principal
project personnel (provide resumes) and/or the institution or
corporation submitting the proposal. The format for the in-depth
proposal(s) should be divided into three sections: (1) a technical
section which includes a clear statement of objectives, technical
approach and methodology, supporting technical information (including
an indication of proprietary aspects of the proposed effort), and a
plan of action and milestones, (2) a management section which includes
resumes of key personnel, a description of relevant corporate
expertise, experience, facilities and other relevant resources, and (3)
a cost section which includes a breakdown of the proposed effort
described in the technical section. All options and assumptions shall
be clearly identified and defined. Award decisions will be based upon
competitive selection resulting from peer and/or scientific review and
availability of funds. Proposals submitted in response to this
announcement will be evaluated using the following criteria: (1)
overall scientific and technical merits of the proposal, (2) potential
contributions of the proposed effort to the United States Marine
Corps' overall war fighting capabilities and related experience, (3)
past performance, (4) the realism of the proposed cost and availability
of funds, and (5) understanding of the research effort proposed, and
experience and qualifications of the principal project personnel and/or
the institution or corporation submitting the proposal. Technical and
other questions regarding this announcement may be submitted to Janice
S. Williams via fax at (540) 653-7088 or via email at
williamsjs@nswc.navy.mil. This announcement shall be open for receipt
of white papers through 30 September 1999 and awards may be made at any
point in time. This notice constitutes a BAA for NSWCDD as authorized
at FAR 6.102 (d)(2). Although no portion of this announcement is set
aside for HBCU and MI participation, proposals are invited from all
sources. This BAA should not be construed as a commitment or
authorization to incur cost in anticipation of a resultant contract.
Information provided herein is subject to modification and in no way
binds the Government to award of a contract. This synopsis will be
available on the World Wide Web at "http://www.nswc.navy.mil/" under
"Procurement Division" or "http://proc_div.nswc.navy.mil". This CBD
notice constitutes the solicitation; there is nothing further to
request. DoD will no longer award contracts to Contractors not
registered in the Central Contractor Registration (CCR) data base.
Registration may be done by assessing the CCR Web site at
http://www.acq.osd.mil/ec. Registration may be done via dial up modem
at (614)692-6788 (User ID:ccrpub; Password: pub2ccri). Any certified
value addednetwork (VAN) can be used for registration. A paper
registration form may be obtained from the DoD Electronic Commerce
Information Center at 1(800)334-3414. Posted 07/20/99 (W-SN356225).
