RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND
AMENDMENTS. The National Institute of Neurological Disorders and Stroke
(NINDS), National Institute of Health (NIH) requires a high quality
leadership development program focused on preparing Senior Executives
and senior level managers to possess the leadership and technical
competencies to lead the future of neuroscience research worldwide.
This program will include up to 80 employees from GS-14 through senior
executive service for various facets of the program. Twenty five (25)
of the employees will participate in the Core Curriculum. All
classroom training and individual counseling will be held either at the
NIH or within 50 miles of the NIH facility in Bethesda, Maryland. The
successful offeror will provide a multi-faceted leadership development
program which includes leadership evaluation, assessment, development
and executive education as detailed below. NINDS plans to awarda
single, incrementally funded, cost-reimbursement level of effort
contract for a base two year period with two one-year options. The
program will consist of the following Modules: (1) Organizational
Climate Survey: An organizational climate survey will be completed of
the entire Institute which will serve as a baseline for identifying
organizational and individual development needs. The survey will
provide the ability to analyze results by a variety of variables, e.g.
organizational unit and skill categories and be repeated each of the
next three years. (2) A Core Curriculum will be developed which will
last for approximately 16 months and include approximately 12 days of
formal training which includes the following sessions: (A) Initial
four-day classroom program including 360 degree performance evaluation
and creation of Professional Development Plans. (B) Two day follow-up
session five months later. (C) One day follow-up session five months
later. In conjunction with this session, each participant will complete
one of the three-day modules described in 4, 5, and 6. (D) Two day
program to review results at the conclusion of the 16-month program.
(3) 360 Degree Performance Evaluation including one-on-one
interpretation of results. (4) Strategic Leadership three-day training
program. (5) Creativity three-day training program. (6) Organizational
Teamwork three-day training program. (7) Executive Coaching.
Solicitation N02-NS-07005-09 is scheduled for electronic release on or
about August 9, 1999. There will be a pre-proposal conference in
Bethesda, MD on September 10, 1999. Details on submission of questions
prior to the conference and logistical details about the conference
