This is a market survey conducted by the Department of the Army to determine the existence of additional sources for a follow-on contract for engineering/field support services provided to the SINCGARS Radio Systems. An urgent requirement now exists for the continuation of these current supporting services which are being provided to the Government by ITT Industries, Fort Wayne, Indiana, under contract DAAB07-97-C-C605. The continued engineering/field support is required for production and sustainment efforts involving the Ground and Airborne Integrated Security (ICOM), SINCGARS Ground and Airborne System Improvement Program (SIP), SINCGARS Ground Advanced SIP (ASIP), and the Internet Controller (INC). These efforts are in support of equipment developed and produced under contracts DAAB07-84-C-K503, DAAB07-91-C-G001, DAAB07-02-C-G004, DAAB07-94-C-C401, DAAB07-95-C-C503, DAAB07-96-C-C501 AND DAAB07-97-C-C600 BY ITT. These support services include systems engineering support and management, program management to time and materials supplied under these services, responses to request from the Government and/or major Government contractors on an on-call basis to perform specific work directives, all of which shall be performed with minimal Government assistance and data. Accordingly, the prospective contractor must be able to continue with and complete ongoing engineering support tasks such as the migration of SINCGARS INC functionality into a circuit card that can fit into the ASIP radio and the repackaging of the ASIP radio into a form that can be incorporated into the Land Warrior System and UAV. The Government does not possess configuration control of the necessary documentation and system level drawings for the ASIP.
